Description

This is a combined synopsis and solicitation for the following commercial items: CLIN 0001 1677 Tons 1 inch minus rock. Material will be screened to ensure no other size material is present. Material will be crushed to ensure an angular surface. Material does not have to be washed. CLIN 0002: 1937 Tons pea rock. Rock should be 3/8 inch diameter. Material does not have to be washed. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice, and implementing the changes set forth in Federal Acquisition Circular 2001-12. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F32605-03-Q-0081. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. North American Industrial Classification Standard 237310 with $28,500,000 applies to this procurement. FOB: Destination to Grand Forks AFB, ND 58205. Please include delivery time in quote. Award will be made based on price only. The following provisions and clauses apply to this acquisition and can be viewed through Internet access at the Air Force FAR Site. Web address is http://farsite.hill.af.mil. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. Quotes will be evaluated on price and delivery related factors. The clause at FAR 52.211-6, Brand Name or Equal, applies to the acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certification, Commercial Items (Nov 1995), apply to this solicitation and the offeror must include a completed copy of these provisions with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program; DFARS 252.225-7002, Qualifying Country Sources as Subcontractors. In accordance with DFARS 252.204-7004, Required Central Contract Registration (Nov 2001), prior to receiving any contract award, contractors must be currently registered in the Central Contractor Registration (CCR) database. Contractors can obtain further information on the CCR database at the web site http://www.ccr.gov. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS REQUEST FOR QUOTE. THE GOVERNMENT MAY CANCEL THIS RFQ AT ANY TIME IF FUNDS DO NOT BECOME AVAILABLE. IF FUNDS DO BECOME AVAILABLE THE GOVERNMENT WILL ISSUE A PURCHASE ORDER TO THE VENDOR WHO SUPPLIES THE SUCCESSFUL QUOTE. ONLY ONE LINE ITEM MAY BE FUNDED. IN SUCH AN INSTANCE, AWARD WILL BE MADE ON THAT LINE ITEM TO THE SUCCESSFUL QUOTE. Offerors quotation must be good through 15 Oct 03, and include estimated delivery time.
