- This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotations are being requested and a written solicitation will not be issued. Reference number CAFBChapel29404 is a Request for Quotation. This solicitation document and incorporated provisions are those in affect through the Federal Acquisition Circular 2001-15. This procurement is 100% set-aside for small business concerns. The North American Industry Classification System Code is (561990). The small business size standard is $6 million. The basic contract period is 1 Oct 03- 30 Sep 04 with four option years. The offeror shall provide as a response to this solicitation: 1) a resume detailing relevant training and experience; (2) a list of at least three recent references; (3) a complete price list (Attachment 1) and a completed clause 52.212-3 (Attachment 2). All responsible sources may submit a quotation, which shall be considered by the agency. Quotes may be submitted in hard copy or electronically, either through e-mail or mail. Regardless of method of delivery, it is the offeror?s responsibility to ensure receipt of the quotes by the time and date stated herein. The following clauses and provisions are incorporated and will remain in full force in any resultant award. The following clauses/provisions are applicable: FAR 52.212-1 - Instructions to Offerors ? Commercial Items is applicable to this solicitation. The provisions at FAR 52.212-2 - Evaluation ? Commercial Items is applicable to the solicitation. Award of this acquisition will be based on the Best Value to the Government IAW the procedures set forth in FAR 13.106-2. The evaluation criteria for award will be past performance and price. The Government reserves the right not to award to the lowest price. Offeror shall include with their offers a completed copy of the provision at FAR 52.212-3 - Offeror Representation and Certifications ? Commercial Items. FAR clauses 52.212-4 - Contract Terms and Conditions ? Commercial Items, and 52.219-6 - Total Small Business Set-Aside are applicable to this solicitation. STATEMENT OF WORK: CATHOLIC CANTOR/SONG LEADER BASE CHAPEL -- A. ENVIRONMENT: 1. Charleston Air Force Base is a military community with a mixture of active duty and retired personnel and their dependents. The Charleston chapel program is a component of the Air Force Chaplain Service, with the responsibility to meet the needs of this large, diverse community. 2. The Charleston Chapel section is composed of chaplains, chaplain service support personnel, appropriated and non-appropriated fund contractors and lay volunteers. The programming developed by this staff is implemented in a pluralistic environment that is subject to the standards established by the United States Air Force. 3. The St. John Neumann Catholic Community encompasses a major faith group of the chapel program. This community operates an energetic, multi-faceted program that at times encounters significant levels of stress. The program requires a high degree of coordination and cooperation among its staff. B. CHARACTERISTICS OF THE MUSIC PROGRAM: 1. This position supports the music component of the Parish Vision and Mission Statements, as identified by the St. John Neumann Catholic Pastoral Council and authorized by the 437th Airlift Wing Director, Catholic Program. The St. John Neumann Parish Music Program will conform to the directives of the American National Conference of Catholic Bishops as given in Directives on Music in the Liturgy. 2. The Catholic Liturgical Music Program for the St. John Neumann Parish will encompass the needs of the presider, congregation, musicians, cantors, and choirs. C. REQUIREMENTS FOR A CATHOLIC PARISH CANTOR/SONG LEADER: 1. QUALIFICATIONS - a. Need: A positive, motivated, and self-directed individual. This person should also possess the breadth and depth of knowledge necessary to support the weekly Music Program. He/she must demonstrate a familiarity with, and commitment to Catholic faith & practice, as articulated by the documents of the Second Vatican Council - as well as subsequent statements of the American National Conference of Catholic Bishops - especially the Directives on Music in the Liturgy. Applicants will be evaluated on the basis of a submitted resume and references, as well as an interview by the Wing Chaplain and/or designate(s). b. Education/Experience: The Cantor/Song Leader must be trained in voice, proficient in cantoring, able to read, direct, and teach music, along with a well-versed variety of worship styles. Three years experience as a Cantor/Song Leader is preferred. c. Character: An ability to work unsupervised in a fluid and occasionally stressed environment along side staff, parents, and children. Should possess an ability to maintain healthy, functional interpersonal relationships with colleagues and constituents. Should maintain professional standards of conduct and public decorum, including (but not limited to) dress and grooming. All personnel dealing with youth are subject to a positive background investigation. 2. NON-MUSICAL SKILLS - a. Interpersonal: Must have the ability to constructively work with chapel and parish staff, volunteers, and other musicians. b. Organizational: Must be able to efficiently manage diverse program elements. c. Communication: Must be sufficiently clear in articulating the needs and goals of the Liturgical Music Program to chapel staff, volunteers, and parishioners. D. TASKS TO BE PERFORMED: 1. Assist the congregation in enriching the celebration of the Sacred Liturgy through the art of music. 2. Both the Cantor/Song Leader and the Parish Musician must work together as a team to provide/enhance worship opportunities during the Mass. 3. Organize weekly rehearsal. 4. The Cantor/Song Leader must be able to arrange schedule to allow special rehearsals and services as authorized by the Catholic Chaplain or his designate; this contract contains 52 Sunday Worship Service units, 52 Rehearsal units, 5 Holy Day Services, 5 Holy Day Rehearsals, 1 Christmas Vigil Mass, 1 Christmas Vigil Mass Rehearsal, 1 Midnight Mass, 1 Midnight Mass Rehearsal, 1 Christmas Day Mass, 1 Ash Wednesday Liturgy, 1 Ash Wednesday Liturgy Rehearsal, 1 Triduum Worship (Holy Thursday, Good Friday, Easter Vigil), 1 Triduum Worship Rehearsal, 1 Thanksgiving Day Mass, 1 Thanksgiving Day Rehearsal, 2 Penance Services, 5 Stations of the Cross, and 1 Easter Sunday Mass (1230). 5. Support the music program as determined by the presider. 6. Track, maintain, and submit Non-Personal Services Contract Invoice to the Senior Catholic Chaplain (or his designate) no later than 5 working days into the following month. 7. Observe all safety and security requirements at the designated facility. F. TIME AND PLACE OF PERFORMANCE(S): 1.Time: As listed in contract. 2. Place: As listed in contract. G. SUPPORT RESPONSIBILITIES: 1. Chapel Responsibilities: a. The chapel will provide an adequate organ, piano, or keyboard for the service/rehearsal, as well as required music. 2.Contractor: a. The contractor will provide any contractor-preferred supplies and equipment, including transportation.
