NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. This is a combined synopsis/solicitation (RFQ) requesting a firm-fixed price quote for the following to be delivered to Nashville District Corps of Engineers (COE) at Maintenance and Repair, 118 0 Cinder Road, Old Hickory, TN 37138. The solicitations document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-15. Quotes must include shipping FOB destination. Include delivery schedule and warra nty information and location for warranty work with the quote. The submitted quotes must exhibit the ability to meet the following technical requirements. Items listed are brand name or equal. Specification for Service Truck (Cab and Chassis): Make, For d; Model, F-750S Super Cab XLT with Equipment as follows; Engine (Caterpillar 7.2L (3126E) I-6 OHV, w/ diesel injection 250 hp/ 660 ft-lbs of torque, Jacobs engine exhaust brake, Engine block heater, Kim Hotstart, 120 volt/1000 watt, Racor fuel/water separ ator); Transmission (Eaton RT-8908LL, 10speed manual direct, PTO provision); Clutch (Two plate stamped angle spring ceramic 14 inch diameter, adjustment free); Wheelbase (179 inch WB/ 84 inch CA/ 39 inch AF/ 257 inch OAL); Frame (Single channel ??????strai ght C - 16.98 SM, 120,000 PSI); Front axle (I-beam type 10,000 lbs. Total capacity 90 U.S. gal); Front wheel/tires (22.5x7.5 painted steel disc 10 ho le/ 11R22.5G Goodyear-Unisteel G159); Rear wheel/ tires (22.5x7.5 painted steel disc 10 hole/ 11R22.5G Goodyear-Unisteel G159); Cab equipment (XLT trim package, Black single trumpet Grove air horn, Mirror, dual stainless steel- w/heated and lighted heads, Radio AM/FM stereo w/ cassette, CD and clock, Tinted glass, Variable intermittent wipers, Tachometer, Side steps, Air conditioning, Cruise control, Spare tire: 22.5x7.5 painted steel disc 10 hole w/ 11r22.5G Goodyear Unisteel G159). Specifications for Cra ne Service Body: (General) These specifications require furnishing and delivering complete and ready for operation one (1) new crane service body with standard right rear corner crane mount comparable to Iowa Tool Molding model Dominator II, 11 ft service body with raised right front compartment designed for 84 inch CA and chassis rated at 26,000lb GVW to 33,000lb GVW. The salient characteristics of the designated make and model are: 1.1 Capacity: The body shall have integrated support structure capable of handling 60,000 ft. lbs of crane moment load in all positions of rotation without deflection. Doors must have the ability to be opened or closed under load without loss of sealing characteristics. Body shall have a minimum of 136.8 cu. ft. of compartmen t storage space. 2.1 Structural Requirements: The body shall have nominal dimensions of 134 inches L x 94 inches W x 52 inches H with compartments a minimum of 21 inches deep with load equalizing longitudinal members 10 inch x 10 gauge steel. Structural crossmembers to be 3 inch x 10 inches x 1/4 inch attached to crane box to prevent distortion of the truck chassis frame. Body shall have integral 6 inch x 4 i nch x 3/8 inch wall outrigger tube as an integral part of the torsion box construction & attached to ???? inch gusset type longitudinal reinforcement side plates. Compartment beneath crane shall be unobstructed by structural reinforcement. Doors shall be one piece construction of 14 guage galvannealed steel with full perimeter rim & reinforcing and one piece extruded continuous weatherstripping with stainless steel hinges and T handle latches. 3.1 Other requirements: 52 inch minimum width flat bed floor without wheel wells in the cargo area, Full length outside drip eave, 8 inch fold down tailgate with latching hardware, Master Lock system, 21 inch workbench bumper with thru compartment recessed for receiver hitch, Light Kit to include 8 compartment ligh ts & 2 floodlights with switch kit & appropriate wiring harness, Front drop down outrigger leg, Outriggers with rear manual out & power down, Rollout drawer combination kit w/ 2-5 inches ?????? 1-7 inches ---5-3 inches equal to 41 inches high, 10 each adj shelves 17 inch x 17.63 inch, 2 each adj shelf 17 inch x 49.5 inch, 3 each adj shelves 17 inch x 26.25 inch, Front compartment divider kit-60 inch H bolt in, DOT safety kit, 10 lb. Fire extinguisher rated A-B-C, 1 each hydraulically operated air compressor with control valves & integral coolers similar or equal to Diamond Air DA435HA, 1 each 22.5 gal receiver tank with hose connecting compressor to tank & mounted between frame, 1 each hose reel kit ???? inch x 50 foot with guides, 1 each ???? inch moisture separator/regulator/oiler, 1 each adjustable boom support, 1 each minimum 18 gal bulkhead hydraulic reservoir, Hydraulic installation kit for Dominator II bed, 1 each PTO with Air Shift, Tandem Section Hyd. Pump, Electronic engine throttle control, Additio nal chassis leaf spring kit, Lincoln Ranger 8 diesel welder with leads, Painted IMT N0006 white. Specifications for Crane: 1.1 (General) These specifications require furnishing & delivering complete & ready for operation one (1) new fully hydraulic cra ne, IMT model 5020 Telescopic crane with one hydraulic/one manual extension to 20 foot,with flip-sheave boom tip or equal. The salient characteristics of the designated make & model are: 2.1 (Capacity) The crane shall have a capacity of 50,000 ft. lbs as follows: Boom Retracted (3 ft 8600 lbs), Hyd. Boom Extended (11 ft 4670 lbs) Man. & Hyd. Boom Ext (16 ft 3430 lbs.); Boom Retracted (6 ft 7630 lbs) Hyd. Boom Extended (16 ft 5300 lbs) Man. & Hyd. Boom Ext (18 ft 3000 lbs); Boom Retracted (11 ft 6330 l bs) Hyd. Boom Extended (20 ft 4270 lbs) Man. & Hyd. Boom Ext. (20 ft 3010 lbs.) 2.1.1 (Power Boom Elevation) Operational from ??????10 degrees to 80 degrees fully hydraulically powered boom elevation. Boom elevation shall be operable from the 30 ft re mote pendant control cable. The elevation cylinder must be double action to ensure smooth boom operation. A counterbalance valve on the elevation cylinder must be provided to prevent the boom from dropping in the event of a system failure. A manually powe red extension boom section shall provide extension from 16 ft to 20 ft with one intermediate stop. Section shall be stored internally when not in use. The extendable boom section shall be capable of handling the full rated load of the crane when the power boom is retracted. 2.1.2 (Power Rotation) The crane shall have a 400 degree non-continuous rotation. The crane shall rotate on sealed turntable style bearings. Full rotation shall be obtainable within a maximum of 33 seconds. System should be powered by a n external worm gear powered with a high torque hydraulic motor through a self-locking worm with gear reduction of 85:1 and a rotational torque of 9000 ft. lb. 2.1.3 (Hydraulic Requirements) A hydraulic pump that delivers a maximum flow of 10 gpm and 3000 PSI shall be furnished. A separate reservoir that holds a minimum of 18 gallons shall be included. The system must also include a suction line filter and return line spin on replacement style filter. 2.1.4 (Hydraulic Flow Controls) The system shall consist of a four section, electric remote, stack type control valve . The base end of the extension cylinder will be equipped with a pilot-operated holding valve to prevent sudden cylinder collapse in the event of a failure. The extend side of the boom will be equipped with a counterbalance valve to control the speed at which the lowering function operates. 2.1.5 (Sheaves) All sheaves shall be constructed of anti-fri ction/high strength polymer with maintenance free sealed needle bearings. 2.1.6 (Winch, Drum & Cable) The winch shall be a hydraulically motor driven, worm gear reduction of 38:1 with a load holding brake. The winch drum shall have a capacity capable of ho lding 85 ft. of 3/8 inch 625 FW PRF RRL IWRC XIPS wire rope. 2.1.7 (Load Sensor) To protect the crane and/or operator from overloads, the crane shall be equipped with a load sensor. The sensor shall shut down the hoist up, boom extend, and boom down funct ions when rated loads are exceeded. All other functions will remain operable. 2.1.8 (Anti Two-Block) An Anti Two-Block device shall be provided. This device shall protect the operator and crane from accidental two-blocking of the load block by disabling the hoist up, boom down & boom extension functions inoperable. 2.1.9 (Remote Control) A control pendant 30 ft in length shall be provided for operating all crane functions. 2.1.10 (Outrigger) An outrigger system shall be installed to increase stability and reduce the load on the truck springs and chassis when performing lifting functions. These shall be manual extension with power down. 2.1.11 (Boom Support) A boom support bracket shall be provided to hold the boom in a stowed position while in transit. 2. 1.12 (Weight) Weight of the crane shall not exceed 1630 lbs. FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. FAR 52.212-2 Evaluation-Commercial Items applies to this acquisition. Award will be made based off lowest price te chnically acceptable. Provide technical information with the quote. Past performance will be checked. Offerors are requested to provide a completed copy of FAR 52.212-3, Offeror Representations and Certifications Commercial Items with the submitted quote .
