Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 and DCN 20030722. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number N00421-03-T-0185 amendment 0001 is issued as a request for quote (RFQ). This requirement is being synopsized as a 100% small business set-aside under the North American Industry Classification System code 326199 and the small business standard is 500 employees. Any concern submitting a bid or offer in its own name, that proposes to furnish an end product it did not manufacture (a "nonmanufacturer"), shall ensure that the requirements of FAR 19.102 are met. Specifically, the manufacturer must be a small business if the price is greater than $25,000. Offerors must be registered in the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.ccr.gov/vendor.cfm. The Naval Air Warfare Center Aircraft Division, Patuxent River, MD has a requirement to procure 300 sheets (42,000 lbs) of extruded virgin general purpose ABS (acrylonitrile-butadiene-styrene) plastic. Specifications for this procurement are: The sheet size will be 0.156'' x 101''x 228'' and have a tolerance of measurement of 0.2%. Color of the sheets will be 100% olive drab green thru the thickness. The texture will be haircell on one side and smooth on the other. The quotation should include Freight On Board (f.o.b.) Destination shipping terms. Deliveries shall occur no later than 45 days after receipt of order. Delivery will be to: US Navy Recreation Center, Building 86, Solomons, MD 20688. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The clause at 52-212-1, Instructions to offerors-Commercial Items, (Oct 2000) is incorporated by reference and applies to this acquisition. Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial (FEB 2002) with its proposal. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (FEB 2002) is incorporated by reference and applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Executive Orders -- Commercial Items (DEC 2001) is incorporated by reference, however, for paragraph (b) only the following clauses apply to this acquisition: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I (41U.S.C. 253g and 10 U.S.C. 2402), 52.222-21 Prohibition of Segregated Facilities, 52.222-26, Equal Opportunity (E.O. 11246), 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C.4212), 52.222-36, Affirmative Action for Handicapped Workers with Disabilities (29 U.S.C. 793) 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212) and 52.232-33, Payment by Electronic Funds Transfer (Central Contractor Registration 31 U.S.C. 3332).
