- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. RFQ. CC-03-HQ-Q-0049 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2001-14(a). This is not a set-aside procurement. Any responsible vendor may submit a quote. CONTRACT. The contract resulting from this RFQ will be a firm fixed price contract for a period of performance beginning upon contract award through twelve (12) months. CONTRACT LINE ITEM NUMBERS (CLINS). The contractor shall provide the required services as described in the Statement of Work. The contractor shall submit a firm-fixed price for these services as Contract Line Item Number (CLIN) 0001. CLIN 0002 shall reflect the contractors hourly rate for consulting services. SCOPE OF REQUIREMENT. Background: The Office of the Comptroller of the Currency (OCC) is a non-appropriated federal financial regulatory bureau of the Dept. of Treasury with approx. 2900 employees in 90 cities nationwide. OCC is headquartered in Wash., DC with current district office locations in NY, Atlanta, Chicago, KC, Dallas, and San Francisco. OCC is currently restructuring its district office structure and closing the Atlanta, KC and San Francisco offices, and opening a new office in Denver, effective 09/2003. Workforce Effectiveness (WFE) provides operational human resource and strategic human capital services for the OCC nationwide. The role of WFE is evolving from an operational to a strategic focus, with emphasis on consulting and partnering with OCC management for strategic initiatives. Staff is located primarily in the Washington, D.C. HQ office (approx. 52 staff members), with a small staff (approx. 18 total) in each of the district office locations. The combination of shifting roles, closing offices, staff reductions and increased workload has created significant productivity issues among WFE staff members. WFE seeks to increase productivity in the face of these challenges, and increase organizational performance in order to better serve OCC?s strategic needs. Required Consulting Services: The contractor will work to improve performance among WFE staff by enhancing the level of trust between and among staff members. The approach must include a mechanism to benchmark and measure the current state of performance throughout WFE, using assessment instruments that are research-based and linked to a behavioral model of trust. These data will be used to identify needs and to track performance improvements in the department as a result of the intervention. To maximize effectiveness, trust-building activities will be conducted with different teams. One team will be composed of WFE leadership, the department directors, who are responsible for connecting the performance of their divisions to the department?s strategic outcomes. There are a total of 6 individuals in this group. Their leadership is essential to sustaining the connection between trust and organizational performance. Two other teams of approximately 10-12 members will be formed of volunteers from across WFE division and geographical boundaries. The leadership team will begin it?s trust building activities first, in order to serve as a model for the rest of the staff, and also to provide feedback and lessons learned for deployment with the other teams. The second team will begin approxx 5 weeks after the first, and the third team approx. 5 weeks after that. Trust building activities will take place both remotely and in person. In order to reduce travel costs for staff located outside Washington, the majority of activities will occur employing web technology that mimics the functionality available in person. In particular, the technology will provide for sharing knowledge-based content specific to trust in the workplace, discussion around that content, and facilitation by trained moderators who can respond to queries and link discussion together in meaningful ways. The technology must also provide this functionality on both a synchronous and asynchronous basis, enabling staff flexibility on when to participate on the system. The contractor will provide consulting services directly to each of the 3 teams, as well as working with OCC?s in-house moderators. Consulting will take place in the form of training, face-to-face meetings, phone conversations, administration and interpretation of instrumentation, and moderation on the web-based trust-building platform. The goals of consulting will be to: ? Build shared understanding and heightened awareness of trust. ? Develop skills, methods to practice the leadership/management behaviors and skills that build trust. ? Understand the behaviors that break trust and the impact on performance. ? Develop skills to rebuild trust in order to sustain healthy levels of trust. ? Understand the connection of trust to business drivers and strategic outcomes. ? Build shared responsibility and accountability. Each team will follow the same phased approach to the trust building process, although the duration of the phases may differ depending upon the needs of the individual team. The phases are: Phase 1: Engagement of the team ? Review purpose of program and process, including objectives, outcomes, strategy, conditions for success, time line, role of each specific team. ? Review phases of process, to include data gathering (interviews), purpose and use of data, face-to-face and on-line engagements. ? Clarify consulting/moderator roles. ? Introduction to Web Trust Based Platform. ? Develop working agreements. ? Set context for assessment instruments - let the team know what is coming, review purpose and intent of instrument. ? Assessment instruments ? prepare for administration. ? Contract with team for pilot engagement, clarify expectations / roles and responsibilities. ? Phase 1 consulting ? leadership team and voluntary teams: plan process in conjunction with internal OCC moderator, and provide advice and coaching to moderator. Phase 2: Process Design/Data Gathering/ Synthesis (one-on-one interviews & administration of TTS) Data Gathering - Interviews ? Identify needs within the team ? Gain the teams? perspective of WFE ? Learn about needs and hope for the process within WFE ? Learn about needs and hope for the process within this specific team ? Identify individual?s role in supporting process ? Build contractual trust with team members-expectations of one another and the process ? Conduct appropriate instrumentation with team Synthesis and Analysis ? Synthesis and analysis of data. ? Completion of written summary outline ? Preparation for feedback to team ? Correlation of interview data to assessment instrument data ? Key data points ? Phase 2 consulting ? leadership team: conduct interviews, oversee instrumentation, joint data analysis with internal OCC moderator, progress briefing to Dep.Comptroller. ? Phase 2 consulting ? voluntary teams: advice and coaching to internal OCC moderator on conducting interviews, overseeing instrumentation, data analysis, progress briefing to Dep. Comptroller. Phase 3: Feedback/Action Planning ? Set context for building trust ? Introduction to the behavioral trust model ? Feedback of interview data ? Feedback of assessment instrument data ? Identification of needs and interests ? Modification of objectives, outcomes based upon data ? Next steps in the process/action planning ? Phase 3 consulting ? leadership team: plan for and conduct an on-site meeting with team to provide group and individual feedback on interview and instrument data; develop group objectives and next steps; in partnership with internal OCC moderator. ? Phase 3 consulting ? voluntary teams: advice and coaching to internal OCC moderator to provide group and individual feedback through trust platform on interview and instrument data; develop group objectives and next steps. Phase 4: Web Based Trust Building Platform ? Weekly cycles and sections with focus on team needs linked to trust building content (30 to 60 min. per week team member engagement) ? Phase 4 consulting ? leadership team: customize web platform for use by leadership teams focused on their specific group-developed objectives. ? Phase 4 consulting ? voluntary teams: advice and coaching to internal OCC moderator to customize web platform for use by teams focusing on their specific group-developed objectives. Phase 5: Capacity for Trust ? Capacity for trust ? Assessment instrument feedback one-on-one with team members ? Team process check-in (Leadership team, beta team progress up-date) ? Next Steps ? Phase 5 consulting ? leadership team: plan for and conduct an on-site meeting with team to provide one-on-one instrument feedback and connect results with team capacity for trust and process for increasing capacity; in partnership with internal OCC moderator; include briefing for Dep. Comptroller. ? Phase 5 consulting ? voluntary teams: advice and coaching to internal OCC moderator to provide one-on-one instrument feedback and connect results with team capacity for trust and process for increasing capacity; include briefing for Dep, Comptroller. Phase 6: Web Based Trust Building Platform ? Weekly cycles and sections with focus on team needs linked to trust building content (30 to 60 mins. per week team member engagement) ? Phase 6 consulting - leadership team and voluntary teams: advice and coaching to internal OCC moderator regarding monitoring web platform and additional customizing as necessary to meet objectives of each team; including briefing for Dep. Comptroller. Phase 7: Check-in, Debrief, Action Planning ? Broader Deployment ? Next Steps ? Phase 7 consulting: provide report to Dep. Comptroller on lessons learned and how to deploy across entire WFE department. Instrumentation ? Assess the level of trust within the WFE department overall. ? Assess the level of trust within specific teams at the unit or divisional levels. ? Assess the level of trust at the individual leadership level using a 360 degree feedback instrument used to support leadership development. Note: for developmental and benchmark purposes we will provide aggregate data. DELIVERABLES AND ACCEPTANCE: ? Brief progress report at completion of Phase 1, 4, & 6.. ? Written summary of data gathering presented to Dep. Comptroller for WFE at the completion of Phase 2. ? Written reports on individual and group assessment instruments delivered to group and individuals as appropriate at conclusion of Phase 3 & 5. ? Final report with recommendations for department-wide deployment. Process note: all work completed face-to-face, to include interview data, will be ?brought? onto the trust building platform for further integration into the process. PROVISIONS and CLAUSES. PART II, Statement of Work (SOW): Technical Quote. Provide a description of your approach as it pertains to the SOW. EXPERIENCE. Provide information about your experience that is relevant to the requirements of this RFQ, i.e., a brief history of the company; information about your current and past contracts (within the last 3 years), especially those with terms and conditions similar to the requirements of this RFQ; and references for each of the contracts listed in your summary of experience. For each reference (minimum of 3), provide a point of contact with current telephone number. BASIS FOR AWARD. This procurement is being solicited, offered, evaluated, and awarded using simplified acquisition procedures-FAR Part 13. The OCC will award a contract resulting from this RFQ to the responsible offeror (FAR Subpart 9.104) whose quote, conforming to the solicitation will be most advantageous to the OCC, price and other factors considered. SECTION 508 COMPLIANCE. The OCC?s assessment of Section 508 compliance will be based on information provided in the quote and any other information discovered during the course of the evaluation. EVALUATION FACTORS. The OCC will use the following factors, listed in descending order of importance : (1) Technical Approach; (2) Experience and Past Performance; and (3) Price.
