Description
NAICS Code: 541620 The U.S. EPA, National Risk Management Research Laboratory (NRMRL) intends to negotiate on a sole source basis with Arizona University under the authority of FAR Part 6.302-1 to produce spores and conduct viability assays for the microsporidian parasite Encephalitizoon species. These organisms will be used by EPA to conduct chloramine disinfection experiments. The contractor shall: (1) provide and analyze Encephalitozoon spores for 120 samples (in duplicate), (2) Determine viability of the spores, (3) Conduct each experiment consisting of four exposure times, (4) determine viability based on growth in tissue culture media RPM1-7 in accordance with EPA prescribed protocol, (5) provide a summary report describing the viability assays for each sample set (chloramine exposed and control samples). This notice is not a request for quotations. EPA source research indicates Arizona University is uniquely qualified to meet this requirement based on the fact that it is the only facility in the United States which offers the analytical services required for conducting viability and infectivity assays for Microsporidium spp. spores following chloramine exposure. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541620. The anticipated award date is 8/15/03. See Numbered Note 26.
