Description
The Pentagon Renovation Office is soliciting qualification proposals for the design-build construction of the Pentagon Memorial. This full and open procurement will utilize a two-phase selection process in accordance with FAR Part 36. The Phase I Request for Qualifications RFQ) solicitation will be issued on or about February 25, 2003. RFQ responses will be evaluated to determine which offerors will be invited to submit proposals in response to the Phase II Request for Proposals (RFP). The Phase I RFQ will be posted to the Pentagon Memorial page of the Pentagon Renovation web site located at http://renovation.pentagon.mil. No hard copies of the RFQ, RFP, or any amendments will be issued. One contract will be awarded using best value competitive procedures. The contract will be a fixed price, incentive (firm target), with award fee type contract. The competition for the artistic design of the Pentagon Memorial is currently being conducted, with a design selection expected to be announced on or about March 1, 2003. The design-build contract to be awarded by the Pentagon Renovation Program from this synopsis will be to develop the engineering design for the previously selected artistic design and to construct the memorial on the grounds of the Pentagon Reservation. A Phase I pre-solicitation conference is tentatively scheduled for March 3, 2003 at a location that will be announced on the Pentagon Renovation web site. Directions and registration procedures will be posted on the Pentagon Memorial of the Pentagon Renovation web site. Space at the conference site is limited, so preference for attendance will be for teams who will be proposing as the prime contractor (GC and AE). Offerors are limited to four (4) attendees per team. All material presented at the conference and the attendance list will be posted to the Pentagon Memorial page of the Pentagon Renovation web site for all other interested parties to review. Since the final artistic concept has not yet been selected, the estimated cost of this project ranges from $4M to $24M. The total period of performance is approximately 1 year. The scope of this project includes engineering design, construction, as well as coordination with other government agencies and contractors. Contract award will be based on the availability of funds.
