Description
This announcement is in accordance with the provisions of FAR 13.5 test program for commercial items. The U. S. Coast Guard intends to negotiate a sole source procurement with the Maritime Fire and Safety Association (MFSA), Portland, Oregon, a non-profit organization. The USCG is seeking training and technical support services to enhance the U. S. Coast Guard?s shipboard firefighting and oil spill prevention and response capabilities on the Columbia and Willamette Rivers in Washington and Oregon, pursuant to the Maritime Transportation Security Act of 2002 Public Law 107-295 Sec 407. Contractor support shall include, but not be limited to, providing specialized training to Coast Guard personnel, assisting the Coast Guard in purchasing shipboard firefighting equipment, and assisting the Coast Guard in maintaining and implementing oil spill response contingency plans for the same region. The USCG anticipates awarding a five year contract which includes a base year with four one-year option periods. MFSA was selected for this negotiation because of their presence in the area, their unique expertise with oil spill response contingency planning for the Columbia River, and experience in providing shipboard marine firefighting training. MFSA is in a unique position to most effectively and efficiently provide this service, in that, it is the only organization in the geographic area that maintains a membership of fire departments on both sides of the Columbia River and has a multiyear record of oil spill and marine fire response on the Columbia River, a Federal navigable waterway. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received from responsible sources by 4:00 PM Eastern Time, August 29, 2003 at Commandant, USCG Headquarters, ACS-2B/ef, 2100 Second St., SW, Washington, DC 20593-0001. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
