- Description
- This is a combined synopsis/solicitation, the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) has a requirement for one portable winch using state-of-the-art fiber-optic technology for deploying towed-body equipped with advanced technology senors and scientific instruments. The Winch shall consist of the following specifications: Description: Brand Name or Equal: A portable Dynacon 10015 winch (or equivalent) for fisheries acoustic and underwater video research aboard research vessels. The winch shall be installed with an electro-optic slip-ring and 1,900 m of 0.322" fiber-optic cable (to be provided by the Government). Required Winch Specifications: Maximum weight: Shall not exceed 3,800 lb (excluding cabling) for portability on vessels Dimensions - footprint: Shall not exceed 55 x 55 inches Dimensions - height: Shall not exceed 56 inches Safe Working Load: Shall not be less than 1,500 lb at bare drum Maximum Brake Holding Capacity: Shall not exceed 4,000 lb Line speed: Shall not be less than 90 meters per minute at mid-drum. Drum capacity: Shall not be less than 1,900 meters of 0.322 inch diameter cable Power: Electro-hydraulic power unit rated no less than 11 kW (15 hp) as single unit with winch. Level-wind: Electro-active level-wind adjustable in the field Controls: Control station with line count and line speed displays Line tension: Line tension measurement and display Drum liner: Removable drum liner Manuals: Waterproof manual for field operations and second copy for office use. Winch Safety Compliance: The winch shall be U.S. Coast Guard approved for its application with the specified cable, or shall have an American Bureau of Shipping Statement of Fact that it complies with 46 CFR Section 189.35-9 (c) (1) or 46 CFR Section 189.35-11. Documentation from the reviewing authority, verifying compliance with one of the cited paragraphs, is required as a condition for acceptance of the winch by the government. An alternative safety requirement to the 46 CFR Section 189.35-9 (c) (1) or 46 CFR Section 189.35-11 shall be installation of the specified cable as the weakest link in the winch system and a maximum brake holding capacity that does not exceed 4,000 lb. In the event that the winch cable entangles with a stationary object and the Safe Working Load of the winch is exceeded, the following scenario should exist: The winch will hold tension up to the maximum capability of the brakes (not to exceed 4,000 lb). Beyond this point, the brakes will slip, allowing the cable to render at this maximum tension of 4,000 lb. Once the cable has been completely rendered, a low tension cable clamp shall allow the cable to slip free from the drum (at a tension not to exceed 4,000 lb), allowing the cable to continue overboard. Specified Cable of Maximum Breaking Strength for Winch Safety Compliance: The following specified cable (Rochester Design No. A305382) presents the maximum breaking strength (16,000 lbf) to be installed on the winch shall be used for the purpose of plan review for winch safety compliance. The cable (Rochester Design No. A304059) to be installed will be of a lesser maximum breaking strength (11,600 lbf). Manufacturer: Rochester Corporation Description: Rochester Cable Design No. A305382; two optical and two copper conductors Optical: Two Single Mode optic-fibers Electrical: Two copper conductors with 1,200 voltage rating Diameter: 0.393 inches Length: 4,500 feet Weight in Air: 389 kg/km Weight in Sea Water: 322 kg/km Breaking Strength: 71 kN (16,000 lbf) Maximum Working Load: 15 kN (3,400 lbf) Installation of Electro-optic Slip-Rings: Install the electro-optic slip-rings (to be supplied by the Government), and test for conductivity to ensure an operational winch system upon delivery. The proposed electro-optic slip-ring is the Focal Technology Model 242 (or equivalent). Installation of the Electro-optic Cable: Install 2,000 meters of electro-optic 0.322" cable slip-rings (to be supplied by the Government), and test for conductivity to ensure an operational winch system upon delivery. The proposed electro-optic cable is the Rochester Cable Design No. A304059 (or equivalent). Manufacturer: Rochester Corporation Description: Rochester Cable Design No. A304059; Model No. 3-Electro-Light A304059 Optical: Three Single Mode optic-fibers with attenuation rates of 1310-1550 nm (<.46dB/km) Electrical: Three copper conductors (one sheath per optic-fiber) with 1,200 voltage rating Diameter: 0.322 inches Length: 6,234 feet Weight in Air: 253 kg/km Weight in Sea Water: 208 kg/km Breaking Strength: 52 kN (11,600 lbf) Maximum Working Load: 11 kN (2,500 lbf) References: The contractor shall provide at least three references to evaluate winch performance, dependability, durability for at-sea operations, and vender technical support.
