Description

NA The U.S. Army Corps of Engineers, Jacksonville, District, Contracting Division intends to procure a Sole Source acquisition in accordance with FAR 6.302-1, with Post, Buckley, Schuh & Jernigan, Inc. (PBS&J), 7785 Baymeadows Way, Suite 202, Jacksonville, Fl orida 32256. The proposed contract action is for A-E services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. PBS&J is the Designer of Record (DOR). The intent is to issue a sole-source contract to retain the design liability of the DOR. Interested persons may identify their interest and capability to respond to the requirement or submit bids. This notice of intent is not a request for bids. However, all bids received within fifteen ( 15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Infor mation received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The construction project includes a water reservoir and adjacent water treatment area along Ten Mile Creek, Southwest of Ft. Pi erce in St. Lucie County, Florida. Hydraulic control structures will control intake and discharge from both the reservoir and water treatment area. Required A-E Services. This Scope of Work includes Engineering During Construction (EDC) services as foll ows: Meeting Attendance. Participate in the initial partnering meeting (one day), coordination meeting (one day), and 10 progress meetings or site visits (one day, non-consecutive) during the construction period (estimated construction period is 24 month s from award). The A-E representative shall be the project manager or designated representative. Perform progress meetings or site visits at critical construction points and the pre-final site inspection. Prepare a report for each visit summarizing the conditions observed, personnel contacted, and data gathered. Submittal Review. Review and approve/disapprove 134 submittals as indicated in the submittal register of the construction project. Return annotated submittals to the Project Engineer within 5 working days of receipt, except for shop drawings, which shall be returned within 10 working days. Request For Information Response. Respond to Requests For Information (RFI) and clarification from the construction contractor. Forty requests are estima ted. Research the questions and provide written answers to the Project Engineer within 5 working days of receipt. Monitoring and Reporting of Work. Track all activities under this SOW and provide a monthly summary to the Project Engineer of work perfor med. This summary shall address meetings, site visits, submittal reviews, and RFIs required of this SOW. North American Industry Classification System (NAICS) Code for this effort is 541330, Size Standard $4 million. The solicitation will be issued with out further notice and will be transmitted to the sole source contractor by means other than posting to the Jacksonville District Intranet web site.
