- As a result of responses received from the original Federal Business Opportunities posting, synopsis N00421-03-T-0098 is modified as follows: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number N00421-03-T-0098 modification 0001 is issued as a request for quote (RFQ). This action is not set aside for small businesses. The applicable NAICS is 664515 and the small business standard is 500 employees. The Naval Air Warfare Center Aircraft Division, Patuxent River, MD has a requirement to procure three Low Frequency Audio Spectrum Analyzers with Tracking Generators, one portable unit and two bench units each. A specifications sheet describing the units is available by emailing seaboltgw@navair.navy.mil. The spectrum analyzers will be delivered to the Naval Air Warfare Center (Pax), Receiving Officer, Supply Department Bldg 665, 47179 Vaughn Road (NASSU), Patuxent River, MD 20670-1614. All responsible sources may submit a quotation that shall be considered by the agency. The quotation should include Freight On Board (f.o.b.) Destination shipping terms. The spectrum analyzer shall be delivered no later than 120 days after receipt of order. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this synopsis/solicitation. Therefore, it is incumbent on the offeror to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the quote. The clause at 52-212-1, Instructions to offerors-Commercial Items, (Oct 2000) is incorporated by reference and applies to this acquisition. Provision 52.212-2 Evaluation- Commercial Items applies. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Factors to be evaluated are: (i) Technical quality of quoted item, (ii) past performance, (iii) price of quoted item. All factors are of equal importance to one another. Best Value will be based on an integrated assessment of all above factors. Note: The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. Each offeror shall include a completed copy of the provision at FAR 52.212-3, including Alt 1, Offeror Representations and Certifications -- Commercial (June 2003) with its quote. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (FEB 2002) is incorporated by reference and applies to this acquisition.
