Description
The 319th Contracting Squadron at Grand Forks AFB, ND intends to award a purchase order under Simplified Acquisition Procedures (SAP) for the purchase of an Audio/Visual System for a Theatre Room. Items include: 1) 1 each - Sony Pan Tilt Zoom Video Conference Camera – Model EVID100 2) 1 each – Sony Data Grade Projector – Model VPL40 3) 1 each – Dalite Rear Projection Module (Projection Cradle) – Model MRPM 4) 1 each – Dalite Graphics and Data High Grain 3.5 Screen(self trim)–ModelDP 5) 4 each – JBL Pro 8inch Loud Speakers with Brackets – Model Ct28t 6) 2 each – JBL Pro Non Powered Sub Woofer – Model Ct18s 7) 1 each – Crown 1200 watt Power Amp – Model CH4 8) 1 each – Crown 900 watt Power Amp – Model CH1 9) 1 each – Custom Lectren 42 foot Platform – Model Concord 10) 1 each Commercial Process with Audio Ducking – Model CP52 11) 1 each Shure UHF Pro Series Wireless Mic System – Model UT14/93 12) 1 each – Pure Progressive Scan DVD/CD Player – Model DVP755 13) 1 each – Xtron Computer Interface Kit – Model RJ78 14) 1 each – Clear One Teleconferencing System – Model 910120 15) 1 each – Coaxle Cable, Shield, Mic, Speaker Wire 16) 1 each – Touch Screen Control 17) 1 each - Four Head HI/FI VCR – Model SVL90 18) 1 each - Labor and Delivery Items can be AN OR EQUAL and MUST BE AMERICAN MADE. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Purchase Request number is F3CSSF32130200 and is issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 97-2 and Defense Acquisition Circular 91-13. This solicitation is Set-Aside for Small Businesses in accordance with FAR Part 19. The North American Industry Classification System (NAICS) code is 443112, size standard $7.5 Million. The contractor shall provide the following: The following are mandatory minimum system requirements for the subject purchase: Offeror's must show: (1) The solicitation or reference number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) Price and discount terms (quote FOB Destination); (5) Remit to address, if different than the mailing address; (6) Warranty information; (7) Estimated delivery date; (8) A completed copy of the representations and certifications at FAR 52.212-3 as prescribed in 12.301(b)(2); (9) Acknowledgement of solicitation amendments, if any, for acceptance of offers. The offeror agrees to hold the prices in its offer for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. The required delivery date is 01 Aug 03. Contractor shall provide all materials, labor, and transportation necessary to complete this service. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site, http://farsite.hill.af.mil. In Accordance with FAR 52.252-1 (FEB 1998) and FAR 52.252-2 (FEB 1998), the following provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offeror's, Commercial Items (AUG 1998), with the following: the terms of any expressed warranty, price and any discounts, and delivery times; FAR 52.212-2, Evaluation, Commercial Items (MAR 1998). Award will be made to the offeror whose proposal represents the best value to the Government. The following factors shall be used to evaluate offers: best value to the government and delivery date. OFFEROR'S MUST INCLUDE WITH THEIR PROPOSAL A COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS (JAN 1997) AND DFARS 252.212-7000 OFFEROR REPRESENTATIONS AND CERTIFICATION, COMMERCIAL ITEMS (NOV 1995) WITH THEIR QUOTE. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Jun 1998); FAR 52.219-8, Utilization of Small Business Concerns; FAR 52.222-26, Equal Opportunity (Deviation) (Apr 1984); FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (Apr 1998); FAR 52.232-33, Mandatory Information for Electronic Funds Transfer Payment is required; 52.247-34, F.O.B. Destination (Nov 1991). Also apply DFARS 252.212-7001, Contract Terms and Conditions Required to implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. As prescribed in DFARS 252.212-7001, the following clauses are applicable: 252.225-7001, Buy American Act and Balance of Payments Program and 252.225-7036, Buy American Act, North American Free Trade Agreement Implementation Act, Balance of Payments Program; DFARS 252.232-7009, Payment by Electronic Fund Transfer (Jun 1998). In accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 1998), prior to receiving any contract award, contractors must be registered in the Central Contract Registration (CCR). If not already registered, you should immediately register with CCR by calling 1-888-227-2423 or via the Internet at http://ccr.edi.disa.mil. On-line registration with the CCR is also available at the Small Business Administration Internet address (www.sbaonline.sba.gov).
