- The National Institutes of Health (NIH), National Cancer Institute (NCI), Applied Research Program (ARP) and Surveillance Research Program (SRP), plan to procure on a sole source basis services for the Assessment of Various Measures of Health Disparities Using Databases Relevant to Healthy People 2010 Cancer Related Goals with The University of Michigan, School of Public Health, Center for Social Epidemiology and Population Health, 109 Observatory Street, Ann Arbor, MI 48109-2029. The overall Healthy People 2010 goal related to cancer is to ?reduce the number of new cancer cases as well as the illness, disability, and death caused by cancer?. Health disparities in outcomes have been observed among racial and ethnic groups, and in association with variations in demographic characteristics such as poverty, geographic factors, education, access to health care and health insurance. It is of crucial importance to agree on validated, consistent indices to measure health disparities as they pertain to progress against cancer prior to the mid-course review. To achieve this requires examination of a number of health disparity indices using actual cancer related data. The goal of this work is to identify datasets and specific variables that are appropriate for examination of the utility of various specific measures of health disparities as they pertain to cancer related issues; and to compare the effectiveness of these measures to capture and quantify the health disparity between two or more groups. The University of Michigan, School of Public Health, The Center for Social Epidemiology and Population Health is the only source known to the NCI that is uniquely qualified to carry out this effort because of their expertise and work with measures of social inequalities in health. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 9, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
