Description

NA A site visit was conducted at TMP Number 4 Holloman Air Force Base on 20 August 2003. A list of attendees may be found at http://www.wsmr.army.mil/docpage/pages/sol_stat.htm. At the site visit, one question was put in writing to the Government. It was: JP-8 is a hazardous material. The Wage Determination states high risk or low risk, 8 percent times hourly wage or 4 percent times hourly wage? The Government's response to the question is as follows: JP-8 is a hazardous material and a flammable substanc e with a flashpoint of 100 degrees F.; however, most hazards of its use have been engineered out through the use of safety equipment such as gloves, face shields, grounding and bonding wires, closed circuit nozzles, proper clothing, etc. In addition, the Government provides training on the proper handling of such substances. The Wage Determination states that these differentials are only applicable to work that has been specifically designated by the agency for ordance, explosives, and incendiary material differential pay. This agency has not designated refueling airplanes as being eligible for hazardous pay differential. 5 CFR 532 covers prevailing rate systems. Appendix A to 5 CFR 532 lists the environmental differentials authorized for exposure to va rious degrees of hazards, physical hardships, and working conditions of an unusual nature. Refueling planes is not listed as being authorized for hazardous duty differential.
