- Naval Surface Warfare Center, Crane Division (NSWC Crane) is seeking sources interested in modifying commercial sonar heads as necessary to interface with the Government-owned AN/WQX-2 Advanced Capability (ADCAP) processor and software. The intent is to develop an effective shipboard Swimmer Detection Sonar (SDS) System composed of the AN/WQX-2 ADCAP processors and software and commercially available sonar heads. The SDS System will be used to automatically detect, classify and track swimmers and divers. The Navy anticipates awarding one or more contracts at minimal fixed dollar amounts for this development effort; therefore, substantial investment by the contractor(s) is anticipated. A one-day pre-solicitation meeting is planned at the Applied Research Laboratory at the University of Texas at Austin (ARL:UT) the week of 22 September 2003 so that all eligible, prospective con tractors can become more familiar with the Navy?s requirements and intended acquisition strategy. US or NATO Secret Security Clearances are required for all attendees. It is expected that this development will take approximately three months. The ARL:UT is the system designer for the AN/WQX-2 ADCAP processor and software, and as such has extensive experience in SDS Systems. To the extent necessary and practicable, NSWC Crane and ARL:UT will assist the contractor in developing the necessary interfaces between the modified sonar head and Government-owned AN/WQX-2 ADCAP processors and software. The draft Interface Control Document can be found at www.crane.navy.mil/supply/homepage.htm. The draft Technical Performance Requirements for the sonar head may be obtained after 27 August 2003 by contacting the POC below. Following the development phase, testing will be conducted by the Navy to determine the technical performance of both the modified sonar head alone and the complete SDS system. To facilitate this testing, contractors will be required to loan their modified equipment to the Government at no cost under a bailment agreement for a total period of at least 6 weeks between January and July 2003. Ultimately the Navy intends to select one or more contractor(s) for an Indefinite Delivery, Indefinite Quantity contract option for production sonar heads that the Government will combine with the AN/WQX-2 ADCAP processors and software to form a ship-deployable SDS system.
