Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541990 with a small business size standard of $6.0 million. It is the intent of National Library of Medicine (NLM) to contract with an established library services staffing firm to provide two (2) full time library technician assistants to the History of Medicine Division's Archives and Modern Manuscripts and the Prints and Photographs programs. The purchase order term will be September 29, 2003 through September 28, 2004. NLM will contract with an established library services staffing firm to provide one (1) full-time library technician assistant to the Archives and Modern Manuscripts Program (AMMP) to perform a variety of processing and collection access services duties for collections stored offsite at the University of Maryland Health Services and Health Sciences Library (UMDHSL) Baltimore, MD. The library assistant's primary duty will be to process and re-house 4,000 linear feet of historical case files from the Food and Drug Administration to ensure their preservation and accessibility. Processing entails re-foldering, re-boxing, and arranging the records into archival containers to permit better access to, and easier use of, these historically significant materials by researchers. The product of the proposed activity will be processed collections for addition to the History of Medicine Division's archival collections. Collection access services will include maintaining a total collection inventory of 6,000 linear feet within the stack storage space. Tracking of collections and individual boxes will be via a MS Access inventory control database. The library assistant will also assist with packing collection materials for shipping to NLM when necessary, and for accepting additional materials as they arrive from NLM. Additionally, the library assistant may occasionally service patrons using the collections within the UMDHSL reading room. Lastly, the library assistant will conduct monthly inventory surveys in coordination with UMDHSL staff to calculate existing linear footage for billing purposes. NLM will contract with an established archival or library services firm for 1 (one) library technician to assist the Prints and Photographs Program (PP) in mounting new images on the Images from the History of Medicine Database (IHM). The work will be carried out on-site at the National Library of Medicine, Prints and Photographs Collection. Tasks include coordinating and tracking workflow, communication both oral and written with four contractors, retrieving material, setting up for photography, performing quality control checks on returned photography and digital scans, sending digital scans to be loaded on the VTLS server, providing image numbers to the Prints and Photographs cataloger for linking images to catalog records and re-shelving materials. The library technician will also pack collection materials for shipping to contractors when necessary, and for accepting materials as they return from contractors. The vendor will provide library assistant services with a modest level of expertise required for processing and handling unique archival materials, inventory control, and collection access. Experience with using databases and word processing software is required. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.
