- NAICS Code: 541690 The U.S. Environmental Protection Agency (U.S. EPA) Office of Air and Radiation (OAR) intends to award a sole source fixed-price Purchase Order to TechCast LLC of Washington D.C. using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this procurement is to obtain a list of 10-20 emerging technologies and an in-depth analysis of 4-6 emerging technologies and their characteristics to compare to the existing technology mix in the two primary energy/economic models (NEMS & AMIGA) currently used by the EPA. The emerging technologies are to be established through an expert Delphi process. The Delphi process is an analysis system in which a panel of experts review and re-review statistical data to form a general consensus on emerging technologies. TechCast is the only U.S. based group that has a database of emerging technologies that is formed using the Delphi process. The NAICS Code for this procurement is 541690, the size standard is six million dollars. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. Responses to this posting must be in writing.
