Description
The National Cancer Institute, Division of Cancer Control and Populations Studies, Cancer Statistics branch, Surveillance Research Program intends on entering into a sole source contract with the University of Virginia, P.O. Box 400195, Charlottesville, VA 22904 for the Creation of Breast Cancer Tissue Microarrays. NCI is leading a project of population-based tissue collection that is based on convenience samples, facility-based tissue collection, or cohort tissue collection. This process involves assembling hundreds of specimens on a single block, tissue micro array (TMA) technology for biomedical and epidemiological research. A pathologist team from the University of Virginia (UVA), which included two pathologists and two technicians, performed the preparatory work for breast cancer pathology materials at the Hawaii Tumor Registry during the week of January 10 - 16, 2003. This contract is to construct TMA blocks from those selected breast tissues. TMAs are paraffin (wax) blocks that can contain up to a thousand, but more typically several hundred, samples of tissue. These wax blocks are subsequently cut into thin sections that are placed on glass slides called histologic section that are then used in experimental assays. The circled slides are used to sample the donor tissues with hollow needles (each sample referred to as a "tissue core") in a microarray apparatus, and then transferring the tissue cores to a recipient paraffin block to create the TMA. A total of 44 blocks of TMAs will be manufactured with each constructed for 400 breast cancers. Each TMA block set will be sectioned at UVA and 4 histologic sections per block (standard is 1, 52, 83 and 114) will be examined by a pathologist for quality assurance (QA) purposes. The UVA has a TMA production facility currently employed in the construction of TMA under a cooperative agreement with the Division of Cancer Treatment and Diagnosis, National Cancer Institute and is the only known institution to conduct this unique research. This is not a request for competive quotation. However, if any interested party believes it can meet the above requirements unique features, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI research to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM, EST (local Washington, D.C. time) on September 12, 2003. If you have any questions, please contact Malinda Holdcraft, Purchasing Agent via electronic mail at holdcram@exchange.nih.gov or by fax 301-402-4513. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. NAICS 541990.
