- Description
- The National Cancer Institute(NCI), Division of Cancer Control and Population Sciences (DCCPS), Epidemiology and Genetics Research Program (EGRP), intends on entering into a sole source contract with the University of Medicine and Dentistry of New Jersey, Center for Phamacogenomics and Complex Disease Research, 185 South Orange Avenue, Newark, NJ 07103. The Clinical and Genetic Epidemiology Research Branch (CGERB) directs and supports clinical and epidemiologic research on the role of genetic factors and their interactions that influence susceptibility or the resistance of individuals and populations to cancer and related health outcomes. The CGERB requires the services of a laboratory that has the facilities and expertise to develop and evaluate methods of quantitative loss of heterozygosity assessment and perform the newly developed assay as well as a microsatellite assay using specimens from the biomarkers of oral lesions study. The purpose of this procurement is to contract with the Center for Pharmacogenomics and Complex Disease Research to develop and evaluate methods of quantitative Loss of Heterozygosity (LOH) assessment for studies where it is not possible to obtain pure "normal" tissue for comparison to tumors or premalignant lesions. LOH is a part of a gene, or part of a chromosome from one member of a chromosoem pair is absent due to a mutation or other genetic event and is considered one of the early indicators of damage in the development of oral cancer, especially when it occurs in chromosomes 3p, 9p, 17p, 8p, 13q, and 18q. Microsatellites are repetitive stretches of short sequences of DNA used as genetic markers. LOH assessments to date have required invasive procedures, either biopsy or blood draw, to obtain the necessary biological specimens. The University of Medicine and Dentistry is the only source known to the NCI that can perform the DNA extraction and quantitation using precise methods develop the loss of quantitative heterozygosity assay, as well as conduct the newly developed and evaluated assays to assess loss of heterozygosity quantitatively in biospecimens collected previously in an epidemiologic study of oral epithelial lesions and assess microsatellite instability on the same biological samples. However, if any intersted party believes it can provide the required services it may submit a statement of capabilities. The statment of capability and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can fully perform the requirements. Capability statements must be received in the contracting office by 1:30 P.M. (EDT local Washington, D.C. time) on September 11, 2003. This procurement is being processed based on FAR 13 the use of simplified acquisition procedures. If you have any questions please contact Cynthia Brown, Purchasing Agent (301) 402-4509. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accpeted. The NAICS Code 541690.
