Description
NAICS Code: 541330 The U.S. EPA intends to negotiate on a sole source basis with Reaction Engineering International, Salt Lake City, UT, for the acquisition of a software tool for the modeling of the thermal destruction of biological and chemical warfare agents bound on building decontamination residue, to include building materials, office furnishings, and subsequent pollutant formation, under the authority of FAR Part 6.302-1. The U.S. EPA National Homeland Security Research Center, believes that Reaction Engineering International (REI) is the only known supplier who can provide the required services because only REI has developed, validated chemical kinetic mechanisms for military nerve agents sufficient to model the full-scale incineration of military-grade toxins and decontamination residue with computational fluid dynamics to predict incinerator failure and transient emissions. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 12. The anticipated award date is 10/01/03. See numbered note 26.
