- Description
- NASA/JSC has a requirement for an ultrasonic immersion test system. The test system is comprised of a computer controlled five axis scanning bridge with drive controllers and power supplies, a freestanding support frame, a freestanding immersion tank, a water filtration system, and a data acquisition and display instrumenation rack. System specifications may be found in the attached Statement of Work (SOW). NASA/JSC intends to purchase the items from Matec Instrument Companies. The test system will be used to conduct ultrasonic inspections of metallic, nonmetallic, and composite materials in support of flight and non-flight hardware manufacturing, failure anlaysis, and materials research in a combined manufacturing and laboratory environment. Therefore, the system must combine, to the extent possible, the features of both industrial and laboratory inspection systems. Through a market survey, it was found that only Matec offers an "off-the-shelf" system that meets all of the technical requirements and the required delivery schedule. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 16, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
