- A. This amendment is issued to answer questions submitted by potential offerors. 1. Question: Is the word “form” synonymous with a “manner or style” of presentation or is “form” used as a reference to a document or template? Answer: Yes 2. Question: What are the data and informational requirements of the “results” that need to be presented in both quantitative and qualitative terms? Answer: The data results are the findings of various quality reviews, process reviews, or other type of work measurements. 3. Question: Does some version or prototype of these analyses and results exist already that we can reference? Answer: Some versions and/or prototypes exist presently. The contractor awarded this project will have the privilege to reference the analyses and results for information purposes only under the Privacy Act, FAR provision 52.224-2. 4. Question: What type of quantitative results are required to be presented to the various stakeholders: i. Retirement investment balances and investment performance results ii. Budget and cost data and analysis iii. Pro forma financial performance results like revenue and income iv. Accounting financial statements like balance sheets, income statements, and statements of changes in financial position (according to Generally Accepted Accounting Principles / GAAP) v. Net present value (NPV) and return on investment (ROI) analysis vi. Combination of the above items Answer: More along the lines of presenting statistical findings of quality/quantity reviews. 5. Question: What type of qualitative analysis is necessary? a) Prioritization (What would need to be prioritized?) b) Risk identification (What type of risks; financial,performance, insurable, etc.) Answer: Both. 6. Question: What type of data is to be analyzed in this report? Answer: The type of data varies depending on the area being analyzed – Retirement/Disability/Survivor/Unemployment/Sickness benefits analysis studies. 7. Question: Who is the audience? What is their level of sophistication regarding the reporting of analysis results? How familiar are they with the data? Answer: These training sessions are for an executive level audience who familiar with the data. Their level of sophistication regarding the reporting of analysis results has been at a minimum of 5 years. 8. Question: Please provide details on what specific types of process will need to be improved. Answer: Processes unique to the Railroad Retirement Board who’s mission is to administer the Railroad Retirement and Railroad Unemployment Insurance Act. The process of application and claims processing. Audience however may include people working on other internal processes such as systems/procedure development. 9. Question: Please provide more information and an example of how an organization would need to identify its process owners? Wouldn’t this information be available in organization charts and other agency administrative tools and reporting structures? Answer: In some processes there are many owners with varying degrees of importance to the process – all may not be easily identified through a chart, or if the process needs change – new owners may need to be identified. 10. Question: In your RFQ, you state the requirement is for a series on “Communications Training,” but the session information sounds more like a Project Management outline. Am I misreading the information? Answer: The basis of the training is to teach people how to communicate business analysis (reports etc...) through both written and oral presentation. 11. Question: The RFQ also states that a PC lab is provided. Is this a hands-on computer training? Answer: The class may include hands on training if necessary. The statement referencing a PC lab was for information purposes only. entation above is not mandatory but the offeror must present a logical sequence of training including the learning outcomes or objectives specified above for each session. IV. The vendor/offeror must also provide the contract number, if a GSA/SWAC contract, the terms and conditions and price schedule with the offer. The offeror must also provide a federal tax identification number and a Dun and Bradstreet (DUNS) number. V. CONTENTS OF PROPOSAL SUBMISSION AND EVALUATIONS. Offerors shall submit their quotations/proposal in two volumes: 1) Technical Proposal – The Offeror shall submit four (4) copies of the technical proposal. a. The offeror shall fully and clearly address each mandatory factor (See Section III) in sufficient detail so that the RRB’s technical evaluation panel can identify and comprehend the capability and resources the offeror intends to bring to this procurement for its minimum requirements. The offeror shall present a course syllabus and schedule. i. Services offered. The offeror shall provide a narrative detailing how your services meets and/or exceeds the RRB’s minimum requirements. ii. Training of Staff. The offeror shall provide a list of proposed project team members who will train the RRB personnel, their levels of education (e.g. bachelor’s degree or higher), years of experience with communications training, and any other technical certifications. iii. Past Performance information (include three (3) references with phone numbers, addresses and points of contact) describing the experience required in Section III. 2. Business Proposal a. The Offeror shall submit two (2) signed copies of Standard Form (SF-)1449 with Blocks 12, 17a. and b., and 30a., b., and c. completed. SF 1449 can be obtained by contacting Ms. Nix at email or fax number below. b. i. Signed and completed Offerors Representations and Certifications – Commercial Items (FAR 52.212-3). ii. Other information the contractor determines appropriate and relevant to the evaluation team. 3. Evaluation of the offers shall include all of the items above and other information available to the Contracting Officer. 4. Offers will be evaluated on a technical-to-price ratio of 2:1. The award shall be based upon the offer that provides the best value to the Railroad Retirement Board, price and other factors considered. 5. Proposals shall be evaluated using the following factors: Services offered, training of staff, and past performance. 6. The offeror certifies that the offered price in Section II shall be valid for 90 days, if accepted. 7. The RRB shall consider multiple vendors. VI. Miscellaneous Clauses FAR provision 52.212-3 must be completed and submitted with the offer. FAR clauses 52.212-4, Contract Terms and Conditions – Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items apply to this solicitation. In accordance with FAR 52.212-5, the following clauses are hereby incorporated by reference in paragraph (b): 52.203-10 Price or Fee Adjustment for Illegal Improper Activity; 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212). VI. RESPONSE TIME IS TEN (10) CALENDAR DAYS AFTER DATE OF THIS PUBLCATION ON FEDBIZOPPS FOR SUBMISSION OF QUOTATIONS. Mark outside of the envelope “RFQ2003-C-06 Enclosed” and offeror’s name and address. Address package to: U.S. Railroad Retirement Board, Purchasing Division, 844 North Rush Street, Chicago, IL 60611-2092. The RRB WILL accept quotations submitted by facsimile or email. THE OFFEROR SHALL REQUEST IN WRITING OR VIA E-MAIL, MORGANVE@RRB.GOV, AND/OR FAX, 312/751-4923 any further questions regarding this RFQ on company letterhead to Ms. Velinda Nix.
