- Description: I. This is a COMBINED SYNOPSIS/SOLICITATION for acquisition of commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This ANNOUNCEMENT constitutes THE ONLY SOLICITATION; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Quotations (RFQ) 2003-C-06. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular number 2001-13. This solicitation is NOT a small business set-aside. I. Overview - The U.S. Railroad Retirement Board (RRB), an independent Federal Government agency, headquarters located: 844 North Rush Street, Chicago, IL 60611-2092, intends to procure Business Communications and Process Review Training sessions. Performance shall begin July 7, 2003. The contractor shall provide training Monday through Friday, excluding Federal holidays, in any combination of hours and or days. II. PRICE SCHEDULE – The offeror shall provide a “fully loaded” firm-fixed price per session to provide communications training for 10-15 analysts. The RRB defines “fully loaded rates” as the price inclusive of direct wage, fringe benefits, all overheads, general and administrative (G &A) costs, profit and fees, training materials and all travel and per diem costs for the contractor’s employees to perform the required services at the RRB headquarters facility, located in Chicago, Illinois. The RRB defines “regular working hours” as the hours from 7:00 a.m. to 5:30 p.m. central time. The RRB envisions training to be at least a minimum of three (3) business days of instruction per session. A. Course and Course Price Total Materials Pricing Per Session Price 1. COM Training First Session __________ _____ Second Session __________ _____ B. Minimum Guarantee: The government shall order a minimum of one (1) session of training during the term of this contract. Each session shall have a minimum of 10 students per session. III. This is a solicitation for a series of training seminars on "Communications Training". At a minimum, the seminar shall address the following: FIRST SESSION – A. Students will learn how to evaluate and select the most appropriate method to present both quantitative and qualitative results in a form appropriate to various stakeholders. B. Draft a reader-friendly outline for an analysis results report. C. Write an Executive Summary for an analysis results report. D. Develop tables, graphs, and charts that convey information quickly and concisely. E. Give a briefing or presentation to present analysis results to decision makers. SECOND SESSION – A. How to choose the right process improvement tool for the problem or opportunity at hand. B. How to select and lead a well-rounded process improvement team. C. Be able to identify and support process owners in their quest for improvement results. D. Be able to blend qualitative and quantitative approaches to process improvement that fit your organization's goals. E. Select critical performance measures for control. F. Apply appropriate problem analysis tools — selecting from key examples of how leading organizations are using process improvement techniques. G. Use the best means to translate data into meaningful and useful information. H. Evaluate the potential impact of implementing improvements before investing resources. I. Gain organizational support for process improvement plans. The RRB shall provide a PC-lab classroom for 15 individuals. OTHER RESPONSIBILITIES: The offeror shall provide lectures supplemented with practical hands-on training. The offeror shall provide all training materials necessary for each student analyst to have a thorough working knowledge of communication results to decision makers.
