Description
The National Institute of Standards and Technology (NIST) intends to negotiate with Hysitron, Incorporated of Minneapolis, Minnesota on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source, for a TriboIndenter Nanomechanical Test System and a 3D Nanomechanical Testing System for High Load Indentation and Scratching on Existing TriboIndenter System. Hysitron, Incorporated is uniquely qualified to fulfill the requirement for the TriboIndenter Nanomechanical Test System because only Hysitron makes an instrument that combines all of the required functionality in one instrument including the nanoindentation, microindentation, nanoscratch testing and atomic force microscopy all on one test platform. The use of individual instruments has the very serious drawback that the locations of very small-scale tests on surfaces is lost when moving a specimen from one instrument to another. In addition, when performing nanoindentation, nanoscratch testing, and atomic force microscopy imaging, the Government does not want to have to move the specimen at all, even within the single test instrument, because the necessary alignment will be lost. The Government's minimum requirement is a system where all test types can be performed on a specimen without dismounting and moving the specimen. Only Hysitron offers such an instrument. Hysitron, Incorporated is also uniquely qualified to fulfill the requirement for a 3D Nanomechanical Testing System for High Load Indentation and Scratching on Existing TriboIndenter System because the system must be compatible with the existing custom-designed TriboIndenter which was manufactured by Hysitron. The delivery time for the TriboIndenter Nanomechanical Test System is a maximum 90 days after receipt of order, the delivery time for the 3D Nanomechanical Testing System on Existing TriboIndenter System is 8 months after receipt of order and the delivery shall be FOB Destination to Gaithersburg, Maryland for both items. The Government anticipates awarding a firm-fixed price purchase order utilizing Simplified Acquisition Procedures under the Test Program for Certain Commercial Items. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by September 3, 2003. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
