- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 17(ii) The Request for Proposals solicitation No. is DE-RP02-03CH11175. 17(iii) This solicitation document and incorporated provisions and clauses are those in effect through the issuance of Federal Acquisition Circular 2001-15. The required instrument is an extended geometry, double focusing, magnetic sector, multiple ion collection inductively coupled plasma mass spectrometer (MC-ICPMS), fitted with adjustable/moveable and replaceable Faraday cups, dual focusing ion optics with an electrostatic analyzer, and high resolution capability. In addition to the fully functional instrument, the price for the MC-ICPMS shall include, but not be limited to the following items: One (1) Nebulizer/spray chamber microflow sample introduction system, One (1) Plasma torch/injector assembly, One (1) Ion collimator (lens) stack, All requisite vacuum pumps, a High performance energy/direction filter lens assembly for high abundance sensitivity measurements, Multiple Ion counting with seven(7) moveable miniature detectors capable of unit mass resolution for U/Pu, Nine (9) Faraday collectors, a single ion counting channel after the energy/direction filter, and to include shipping, insurance, installation and warranty. 17(iv) The offeror should provide product literature or other information with the proposal about the product being offered to show it is a commercial item as defined in FAR 2.101, and for purposes of product evaluation. 17(vii) The Government reserves the right to inspect the offered item(s) to ensure that it does comply with the terms of solicitation. 17(viii) New Brunswick National Laboratory, 9800 South Cass Ave, Bldg 350, Argonne, IL 60439. 17(ix) The offeror must propose a date for delivery of this item within 270 days. 17(x) Solicitation provision at FAR 52.212-1, Instructions to Offerors--Commercial items (JUL 12003) is attached to the Solicitation/Contract/Order for Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government price and other factors considered. Offerors will be evaluated on the following technical evaluation factors and subfactors. 1) Instrument Performance (60%), 2) Past performance (30%), 3) Compatibility with existing Mass Spectrometers (10%), and 4) Price. Under the evaluation factor 1) Instrument Performance, there are 17 evaluation subfactors (with equal weighting), as follows: 1. Effective ion analyzer dispersion; 2. Mass analyzer and geometry; 3. Kinetic energy spread of plasma beam; 4. Acceleration voltage; 5.Faraday amplifier range, linearity, and stability; 6. Available channels for multiple ion counting; 7. Internal (SE) and external (SD) precision of 143Nd/144Nd, 8. Internal and external precision of U isotopic ratios in certified reference materials; 9. Capability for mass dispersion adjustment; 10. Magnet design and construction; 11. Maximum resolution 12. Ion counting dark noise; 13. Abundance sensitivity; 14. Faraday inter- cup efficiencies; 15. Faraday cup positioning; 16. Capability to correct for amplifier gain calibration errors; 17. Plasma interface electrical potential. Under evaluation factor 2) Past Performance of the offeror will be evaluated (with equal weighting). Proposers should submit a list of reference names and telephone numbers of prior users of the item which is offered, and of prior users of offeror?s line of MC-ICPMS or ICPMS instruments. Under evaluation factor 3) Compatibility with existing Mass Spectrometers (Thermo Finnigan Thermal Ionization Mass Spectrometer model Triton), the offeror will be evaluated based on the following subcriteria (with equal weighting): 1. Software algorithms; 2. Hardware compatibility and parts interchangability; Under evaluation factor 4) Price will be considered, but not point scored. Price consists of two subfactors: (A) Price reasonableness, which will be evaluated in accordance with FAR Part 15; and (B) Probable cost to the Government of doing business with the offeror including, but not limited to, the cost of training and adaptation to new procedures for instrumental analysis, peripheral equipment, and maintenance. 17(xi). Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items (JUN 2003), with offer. 17(xii). Clause 52.212-4, Contract Terms and Conditions --Commercial Items (FEB 2002), is attached to the Solicitation/Contract/Order for Commercial Items. 17(xiii). Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders --Commercial Items (JUN 2003), is attached to the Solicitation/Contract/Order for Commercial Items; the following clauses apply to this solicitation and any resultant contract. FAR 52.227-1, 52.227-2, 52.227-3, 52.227-14, 52.227-16, 52.227-23, and Department of Energy Acquisition Regulations 952.227-9. Additional Contract Terms and Conditions applicable to this procurement are: (i) N/A (ii) Type of Contract: A firm fixed-price definite quantity, definite delivery contract will be awarded. 17(xiv). The Defense Priorities and Allocations Systems (DPAS) assigned rating for this procurement is unrated. 17(xv). N/A. 17(xvi). Two original signed and dated offers with proposed equipment information must be submitted to the U.S. Department of Energy, Chicago Operations Office, 9800 South Cass Avenue, Room No. 3F-12, Argonne, Illinois, 60439, Attn. Technical evaluation factors are more important than price. The Government will not select an offeror for award on the basis of a relatively superior capability without concern for the amount of its price.
