Description

The Jefferson Laboratories, NCTR, intends to purchase a 600 MHz 5mm TXI cyroprobe from Bruker Biospin Corporation, 15 Fortune Drive, Manning Park, Billerica, Massachusetts 01821-3991. NCTR current has a Bruker Biospin NMR. Bruker Biospin is the developer, manufacturer and sole supplier of cyroprobes for their NMR. The instrument needs the capability to detect low concentration metabolites found in urine and blood plasma samples for NMR-based metabonomics. The cyroprobe must have the ultra high sensitivity that is four times greater than a conventional NMR probe. The increased sensitivity will allow for detection of 500 metabolites in a 3 minute experiment as opposed to 150 metabolites with a conventional NMR probe on 600 MHz NMR. THIS NOTICE IS A COMBINED SYNOPSIS AND SOLICITATION FOR COMMERCIAL ITEMS IN ACCORDANCE WITH THE FORMAT OUTLINED IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation is issued as Request for Proposal number 222-03-2015(P). Quotations are due ten (10) days from the publication date of this synopsis or September 8, 2003, by 2:00 p.m. local time, Jefferson, AR. Quotations shall be submitted in writing to DHHS/FDA/ Jefferson Laboratories, National Center for Toxicological research, 3900 NCTR Road, Jefferson, AR 72079; ATTN: Karen Moore or by facsimile to (870) 543-7990; e-mail kmoore@nctr.fda.gov . A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION THAT WILL BE ISSUED; QUOTES ARE REQUESTED BASED ON THIS NOTICE ONLY, A WRITTEN SOLICITATION WILL NOT BE ISSUESD. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15, dated July 24, 2003. This solicitation is a small business set aside. The North American Industry Classification System (NAICS) code is 339111 with a size standard of 500. THE FOLLOWING FAR PROVISION IS INCORPORATED BY REFERENCE AND APPLIES TO THIS ACQUISITION: 52.212-1 Instructions to Offerors ? Commercial Items (JULY 2003). The following FAR clauses are incorporated by reference and applies to this acquisition: 52.212-4, Contract Terms and Conditions ? Commercial Items (FEB 2002) and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (JUNE 2003). For paragraphs (b) and (c) of FAR clause 52.212-5 only the following are applicable to this acquisition (1), (5), (15), (16), (17), (18), (30) and (32).
