Description
This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL- G/TIP-003 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price contract for the acquisition of a study/report as detailed below in the Statement of Work. The following Provisions and Clauses are incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 97-27. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. Interested offerors must submit a completed SF 1449 and sign Representations and Certifications per FAR 52.212-3. The following provides the Statement of Work: Compilation of Best Practices by Governments to Address Demand side of Sex Trafficking and Prostitution. Background: The demand side of any market drives the supply side as when the supply is great but there is no demand, the supply dwindles, and it is not worth marketing. The severe form of trafficking known as sex trafficking fulfills a demand for commercial sex acts. These commercial sex acts are criminal acts in many countries, and are criminal acts virtually worldwide when the victim is under 18. Enhanced public awareness, strengthened sensitivity and consciousness raising -- including education targeting young boys (men are predominantly the offenders, although there are some women offenders and certainly some women facilitators) may be key components to stemming the demand. Few countries have directed attention specifically to the demand side of trafficking. Some NGOs (e.g., ECPAT International) have tried campaigns against commercial sex tourism as one means of deterring such practices while others have examined education in the schools (e.g, Paul and Lisa Program). The study/research project can be accomplished with interviews and data collection currently available worldwide and within the United States. The contractor shall be expected to meet with NGOs working with offenders as well as foreign embassy officials. Statement of work: The contractor shall conduct secondary research to compile a list of best practices internationally and domestically to counter demand for sex trafficking and prostitution. The research will result in a final, written report to the Government that will include findings on best practices. The completion time for this research is six months from date of award of contract. Interested offerors must submit a technical proposal detailing how they will accomplish the requirements in the statement of work; qualifications of personnel who will perform under the resulting contract and past performance documentation detailing their experience in conducting similar type work with references included. Interested offerors shall submit a firm fixed price quotation for the total price of the final report/deliverable. A summary of the pricing to reach the firm, fixed price shall be submitted. The Government requires the final report to delivered by March 1, 2004. The complete solicitation is contained in this announcement. Applicants will be evaluated on the merit of their technical proposal, on the qualifications of the personnel and on their past performance. The Government reserves the right to check all past performance information available. All evaluating factors will carry equal weight. Award will be made based on lowest priced, technically acceptable.
