Description
This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL- G/TIP-002 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price contract for the acquisition of a study/report as detailed below in the Statement of Work. The following Provisions and Clauses are incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 97-27. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. Interested offerors must submit a completed SF 1449 and sign Representations and Certifications per FAR 52.212-3. The following provides the Statement of Work: Background: There is tremendous debate in the NGO and international community as to whether the legalization or regulation of prostitution contributes to an increase in the number of victims of sex trafficking. Countries have taken different approaches to addressing sex trafficking, for example, by regulating prostitution, criminalizing all aspects of prostitution, or de-criminalizing the victims while criminalizing the conduct of pimps, exploiters or customers, etc. Statement of work: The contractor shall conduct research on this topic by gathering existing research as well as travel to Sweden, Italy, and the Netherlands to meet with relevant officials and NGOs whose governments have taken different approaches to addressing sex trafficking to evaluate the extent to which increased prostitution leads to an increase in victims of sex trafficking. The evaluation will result in a final, written report to the Government that will include all elements of the findings, and recommendations as described above. Interested offerors must submit a technical proposal detailing how they will accomplish the requirements in the statement of work; qualifications of personnel who will perform under the resulting contract and past performance documentation detailing their experience in conducting similar type work with references included. Interested offerors shall submit a firm fixed price quotation for the total price of the final report/deliverable. A summary of the pricing to reach the firm, fixed price shall be submitted. The completion time for this research is nine months from date of award of contract. The complete solicitation is contained in this announcement. Offerors will be evaluated on the merit of their technical proposal, on the qualifications of the personnel and on their past performance. The Government reserves the right to check all past performance information available. All evaluating factors will carry equal weight. Award will be made based on lowest priced, technically acceptable.
