Description
This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL- G/TIP-001 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price contract for the acquisition of a study/report as detailed below in the Statement of Work. The following Provisions and Clauses are incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 97-27. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. Interested offerors must submit a completed SF 1449 and sign Representations and Certifications per FAR 52.212-3. The following provides the Statement of Work: Statements of work Background: The State Department issues a congressionally-mandated Trafficking in Persons Report assessing efforts of governments to meet certain minimum standards. This report is compiled by the Office to Monitor and Combat Trafficking in Persons (G/TIP). A copy of the most recent report can be found at WWW.state.gov/g/tip/. In order for a country to be included in this report, a determination has to be made on whether there is a significant number of victims of severe forms of trafficking. The Department of State defines ?significant? to be on the order of 100 or more victims. The number of trafficking victims in each country is based on information provided by U.S. embassies, NGO and media reports, meetings with foreign government officials and so on. The State Department believes there are countries with significant numbers of trafficking victims that are not on the Trafficking in Persons Report because there was not a method to verify information on the number of victims. The underground nature of trafficking in persons, frequent inability of the victims to identify themselves, and the reluctance of some governments to prosecute cases, only adds to the difficulties in counting victims. Statement of work: The contractor shall conduct research on the number of victims in seven pre-selected countries -- Australia, Cyprus, Panama, Peru, Argentina, Azerbaijan, and Eritrea. The contractor shall work towards gathering information for recommendations on improving the methodology of counting victims. Contractor will be required to travel to these countries to gather information on trafficking in persons including the nature of trafficking (sex and labor trafficking, and internal and cross border trafficking) and the number of victims. The research/evaluation will result in a final, written report to the Government that will include all elements of the findings, and recommendations as described above. Interested offerors must submit a technical proposal detailing how they will accomplish the requirements in the statement of work; qualifications of personnel who will perform under the resulting contract and past performance documentation detailing their experience in conducting similar type work with references included. Interested offerors shall submit a firm fixed price quotation for the total price of the final report/deliverable. A summary of the pricing to reach the firm, fixed price shall be submitted. The Government requires the final report to delivered by March 1, 2004. The complete solicitation is contained in this announcement. Applicants will be evaluated on the merit of their technical proposal, on the qualifications of the personnel and on their past performance. The Government reserves the right to check all past performance information available. All evaluating factors will carry equal weight. Award will be made based on lowest priced, technically acceptable.
