- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. The following clauses and provisions apply: 52.212-1 and 52.212-3. Clauses 52.212-4 and 52.212-5 shall be included with any offer. In accordance with FAR 13.106-2(b)(2), the Government may award without discussions. The RFQ has the following line item: Wireless Classroom Interactive Training System (WCITS) Specifications Quantity: 13 EA. Ship To Addresses Attached FOB Destination - Laptop computer which can be used for regular computing needs when not in use with WCITS -- Pentium 4 processor or equivalent -- Minimum 128 MB DDR SDRAM -- 40 - 60 GB Hard Drive -- Integrated 1.44 MB 3.5" floppy drive -- Integrated optical drive CDRW/8X DVD -- 2 USB 2.0, VGA and parallel external ports -- Windows XP operating system -- Full size keyboard and pad pointing device -- Monitor with minimum 15" viewing surface -- Integrated sound speakers w/headphone/speaker jacks -- High capacity lithium battery -- Integrated modem -- AC pack -- Integrated minimum 10/100 ethernet network adapter -- Heavy Duty carrying case - Software -- Capability for instructor to build minimum 500 test question bank -- Capability for instructor to submit question(s) from the test data bank one at a time, or in complete test format directly to a single student or class as a whole and immediately assess responses. -- Provides real-time test progress when test is administered to entire class -- Allows saving of session for later review by the instructor -- Allows testing session to resume after interruption -- Capability to export session information for connectivity with other software -- Capability to use fill-in-the-blank, multiple choice, and multiple response questions styles - Base Unit: Provides RF communication between the instructor laptop and student hand held remotes located within 100 feet of the instructor laptop. Not to exceed 7 lbs in weight. - Hand Held Remote Unit (HHRU) -- Minimum of 30 remotes provided with the system -- Remote must receive the RF signal from the base unit and allow student to view the question or query transmitted from the instructor laptop and respond to either a multiple choice, fill-in-the-blank, or multiple response type questions. Remote must identify the specific student making input. -- Remote must be constructed of durable plastic/rubber material sufficient to withstand normal day-to-day classroom handling, to include dropping from stand desk height with interrupting the functioning of the remote -- Remote not to exceed 3 lbs in weight - Carrying case for entire WCITS -- Single case preferred, not to exceed two cases. -- Case must provide built in padded receptacles for each piece of the WCITS and provide protection for the entire system while transiting through a typical airlines baggage processing system SHIP TO ADDRESSES FOR Wireless Classroom Interactive Training System (WCITS) Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
