- This is a combined synopsis solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. F14164-03-Q-0091 is a request for quotation (RFQ). The Solicitation Document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Federal Acquisition Circular (FAC) 2001-15, Effective 24 Jul 2003. Offers are to be submitted pursuant 52.212-1, Instructions to Offerors Commercial Items Submission of Offers. 52.212-2 Evaluation Commercial Items (Jan 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirements and price. Technical capability shall be evaluated approximately equal to cost or price. Awards shall be made to the offeror who provides the overall best value to the government. Offerors shall provide the information required in 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Delivery and acceptance shall be approximately 30 days after receipt of award FOB McConnell AFB.
