Description
NA 1. CONTRACT INFORMATION: The Government intends to procure two contracts in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. A-E services are required to encompass all aspects of engineering and design for water resources public works projects and environmental restoration projects, primarily in Northern and Central California, but may also be used within the Sacramento Districts Civil Works area of responsibility (CA, NV, UT, CO, WY and other parts of OR and ID), and within the South Pacific Division geographic area of responsibility. The projects may be in the preauthorization phase or authorized by Congress to proceed to construction. Services may also be used to support the Corps of Engineers (COE) during flood emergencies. A specific scope of work and services required will be issued with each task order. The end result of these studies/projects will be engineerin g analyses, reports, design memoranda, cost estimates or plans and specifications. The NAICS code is 541330, which has a small business size standard of maximum $4.0 million of average annual receipts for its previous 3 fiscal years. The contractor shall be responsible for designs and drawings using computer-aided design and drafting (CADD). Project drawings may be required to be delivered, depending on the request in the specific scope of services, in either Bentley MicroStation V8 o r AutoDesk AutoCAD 2000i software formats. The contractor must have the capability to provide files in either format, without the need for conversion or reformatting, on the target platform specified herein. The target platform is a Pentium based PC or w orkstation with the latest version of Microsoft Windows 2000 operating system. Digital terrain models and civil engineering design files shall be compatible with Bentley InRoads software version 8.04 electronic digital format on a MicroStation platform in MicroStation V8 electronic digital format. Drawings produced by scanning drawings of record or containing photographic images shall be delivered in a raster format compatible with both MicroStation Raster Manager and AutoCAD 2000i. Drawing files shall a lso be delivered in Computer-aided Acquisition and Logistic Support (CALS) CCITT Group 4 raster format. The specifications will be produced in SPECSINTACT software using the UFGS or Army Construction Guide Specifications. Specification files shall also b e delivered in Adobe Acrobat Portable Data Format (PDF) digital format. Cost estimates may be required to be prepared using the Microcomputer Aided Cost Engineering System (MCACES) software. Responses to this announcement will be accepted from all responsible firms, regardless of business size. However, eligibility for the first award will be based on the cascading order of precedence as described below. The second award will be made on an u nrestricted basis. The cascading order of precedence for the first contract is: 1st consideration: 8(a) Program; 2nd consideration: Small Business Set-Aside; and 3rd consideration: Full and Open Competition. The Government will use the following m ethodology to establish eligibility for contract award using the cascading order of precedence: In addition to the other information required to be submitted, each firm responding to this announcement must indicate their size status under the specified NAICS code and must also state if they are currently certified as an 8(a) small business concern. Unless specifically stated otherwise, the Government will presume that all 8(a) small business concerns desire to compete for an award under the 8(a) Program. Unless specifically stated otherwise, the Government will also presume that all small business c oncerns, including certified 8(a) small business concerns, desire to compete for an award under the Small Business Set-Aside. Small busines s concerns receiving an award under either the 8(a) Program or a Small Business Set-aside will be subject to FAR 52.219-14, Limitations on Subcontracting. Initially the Government will only evaluate the qualifications of the A-E firms which have stated th at they are competing for the award under the authority of the 8(a) Program. The first of two awards resulting from this announcement will be made on a competitive basis to an eligible 8(a) business concern, provided that a minimum of three of the competing 8(a) A-E firms are determined to be highly qualified (e.g., are short-liste d) and that the Government is able to negotiate a fair market price with one of the short-listed firms. If responses are not received from at least three eligible 8(a) firms that are considered by the Government to be highly qualified for this procurement, or if the Government is not able to successfully negotiate a fair market price with one of the highly q ualified 8(a) firms, then this procurement will be automatically withdrawn from the 8(a) Program and the acquisition will be conducted as a Small Business Set-Aside. At this point the Government will only evaluate the responses received from all eligible small business concerns, to include 8(a) and HUBZone small business concerns. Award will be made to a responsible small business A-E concern, provided that a minimum of three small businesses are determined to be highly qualified (e.g. short-listed) and t he Government is able to negotiate a fair market price with one of the short-listed firms. If responses are not received from at least three eligible small business firms that are considered by the Government to be highly qualified (e.g., short-listed) for this procurement, or if the Government is not able to successfully negotiate a fair market price with one of the highly qualified small business firms, then the small business set-aside will be automatically cancelled and the procurement will be conducted on an unrestricted basis, e.g., the award will be made on the basis of full and open compe tition from all responsible competing business concerns. As stated above, the Government is contemplating award of two contracts. The second award will be made on an unrestricted basis. All respondents, unless requested otherwise in the proposal, will be considered for the unrestricted award. The same contrac tor will not be awarded both contracts. Contracts awarded from this solicitation must be awarded no later than one year from the date that the responses to this synopsis are due. The first contract is anticipated to be awarded in November 2003. With the award of more than one contract as a result of this announcement for the same or similar work, selection for task order awards will be made as follows: (1) all awardees will be given a fair opportunity to be considered for each task order award i n excess of $2,500. (2) in making selection of the awardee to receive a specific task order, the Contracting Officer may consider past performance of previous task orders, quality of previous task orders, timeliness of previous task orders, cost control, the firm??????s strengths and previous experience in relation to the work requirements and geographic location described in the scope of work for each task order. Price will not be a factor in the selection. Details of the selection process will be inclu ded in the resultant contracts. The contract awarded under the 8(a) Program will be for a one-year period, not-to-exceed $1,000,000 for the base year, and four 1-year option periods, not-to-exceed $1,000,000. The contract awarded on an unrestricted basis, if to other than a small busine ss, will be for a one-year period, not-to-exceed $1,000,000 for the base year, and two one-year option periods, not-to-exceed $1,000,000 each. If the contract awarded on the unrestricted basis is awarded to a small business, (including HUBZone and SDB), t he contract will be for a one-year period, not -to-exceed $1,000,000 for the base year, and four 1-year option periods, not-to-exceed $1,000,000. Each task order will be for an amount not-to-exceed $1,000,000. The options may be exercised at the discretion of the Government. At the discretion of the Government, the option years may be exercised early if the Total Estimated Price is exhausted or nearly exhausted. If the option is exercised prior to the one-year anniversary of the contract award date, or the anniversary of exercising an option, the ne w option year rates will take effect on the anniversary date of the contract award. If the Total Estimated Price of the base year or any option year is not awarded within that years 12 month performance period and the Government has elected to exercise a subsequent option year, the remaining unused dollar amount may be added on to the Total Estimated Price of the option period contract amount. All interested Architect-Engineers are reminded that in accordance with the provisions of PL 95-507, they will be expected to place subcontracts to the maximum practicable extent consistent with the efficient performance of the contract with small and smal l disadvantaged businesses. If a large business is selected, it must comply with FAR 52-219.9 regarding the requirement for a subcontracting plan on that part of the work it plans to subcontract. Sacramento Districts recommended goal for the work intende d to be subcontracted is 57.2% for small business. The goal further states that of the 57.2% to be subcontracted to small business, 8.9% is for small disadvantaged business (subset to small business), 8.1% is for small business/woman owned (subset to smal l business), 3% is for HUBZone Small Business (subset to small business) and 3% is for Service-Disabled Veteran-Owned Small Business (subset to small business). Firms should indicate personnel and subcontractors selected to work on the contract, and state their management structure. If a large business firm is selected for one of these contracts, it will be required to submit a detailed subcontracting plan at a later date. If the selected firm submits a plan with lesser goals, it must submit written rati onale of why the above goals were not met. A detailed plan is not required to be submitted with the SF 255; however, the plans to do so should be specified in Block 10 of the SF 255. To be eligible for contract award, a firm or Joint Venture must be regi stered in the DoD Central Contractor Registration (CCR). Register via the Internet Site at http://ccr.edi.disa.mil or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. 2. PROJECT INFORMATION: Task orders to be issued under this contract may include preparation of preliminary or final engineering analyses, designs, cost estimates and plans and specifications acquisition of topographic and hydrographic data, and developme nt of GIS databases for erosion control measures on large rivers located in major drainage basins; environmental restoration projects which may include wetlands development; and a wide variety of flood control facilities such as levees, channels, detention basins and dams. Task orders may also be issued for support to the Corps of Engineers during flood emergencies to evaluate flood damage, collect topographic data, identify and evaluate alternative restoration measures and prepare plans and specifications for repair of flood damage. Firms desiring consideration will be expected to be accomplished in engineering and planning and have a sound knowledge of Corps of Engineers and civil engineering and design principles and procedures for flood control and envir onmental restoration projects. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. Criteria (a) through (e) are primary. Criteria (f) through (h) are secondary and will only be used as tie-breakers among technically equal firms. (a) Spec ialized experience and technical co mpetence in the preparation of engineering analyses, designs, cost estimates, and plans and specifications for (1) a wide variety of flood control facilities including ancillary infrastructure and utility systems; (2) erosion control measures on large rive rs; (3) environmental restoration measures which mitigate the adverse impacts of flood control or public works projects; and (4) wetlands development. (b) Past performance on Corps of Engineers and other contracts with respect to cost control, quality of work and compliance with performance schedules. (c) Qualified professional personnel in the following key disciplines: Project Manager, Project Engineer, Civil Engineer, Structural Engineer, Geotechnical Engineer, Hydrologist, Hydraulic Engineer, Cost Est imator, CADD Operator, Topographic Survey Crew, Wetlands or Environmental Specialist/Designer, Landscape Architect, Mechanical Engineer, Electrical Engineer. The evaluation will consider education, training, registration, overall relevant experience and lo ngevity with the firm. (d) Capacity to accomplish multiple simultaneous task orders at different locations. (e) Knowledge of the locality of the project site including geological features, climatic conditions, and local laws and regulations. (f) Volume o f DoD contract awards in the last 12 months as described below. (g) Location of the firm in the general geographical area of the Sacramento District office. (h) Extent of participation of small business, small disadvantaged business, woman owned small busi ness, historically black colleges and universities or minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. 4. SUBMISSION REQUIREMENTS: Interested Architect-Engineer firms having the capabilities to perform this work are invited to submit ONE (1) completed SF 255 (11/92 edition) US Government Architect-Engineer and Related Services Questionnaire for Specific Pr oject for themselves and ONE (1) completed SF 254 (11/92 edition) for themselves and one for each of their subcontractors to USACE, Sacramento District, 1325 J Street, Room 1079, Sacramento, CA 95814-2922, ATTN: Stan Shibata, A-E Negotiations Unit, Teleph one 916-557-7470. In block 7 of the SF 255, provide resumes for all key team members, whether with the prime firm or a subcontractor; list specific project experience for key team members; and indicate the team members role on each listed project (i.e. pr oject manager, design engineer, etc). In block 9 of the SF 255, responding firms must indicate the number and amount of fees awarded on DoD (Army, Navy, and Air Force) contracts during the 12 months prior to this notice, including change orders and supple mental agreements for the submitting office only. In block 10 of the SF 255, provide the quality management plan and organization chart for the proposed team. A task specific quality control plan must be prepared and approved by the Government as a condi tion of contract award, but is not required with this submission. Responses received by the close of business (4:30 pm) on the closing date will be considered for selection. If the closing date is a Saturday, Sunday or Federal holiday, the deadline is th e close of business on the next business day. No other notification will be made and no further action is required. Solicitation packages are not provided for A-E contracts. This is not a request for proposals. All responsible sources may submit the re quired SF 255 and SF 254, which shall be considered by the agency.
