Description
This notice advises that the Bureau of Indian Affairs, Alaska Region Office, is seeking the services of a qualified environmental consultant to prepare an Environmental Impact Statement (EIS) for an emergency oil-spill response facility in Cordova, Alaska. Proposed project components consist of a dock facility, a staging area contiguous to the dock for staging oil-spill recovery equipment, and an access road linking the dock facility to the local transportation system. The BIA is furnishing this notice in compliance with services CCP policy and the National Environmental Policy Act (NEPA) and implementing regulations. This notice describes the proposed plan possible alternatives and invites public participation in the scoping process for preparing the EIS. The Native Village of Eyak is located approximately 50 miles southeast of Anchorage on Prince William Sound and is associated with the town of Cordova. The Native Village of Eyak, acting through its traditional council, is listed as a federally recognized entity within the State of Alaska. The work shall involve the preparation of an environmental document for the project. The environmental document shall be prepared in accordance with 23 CRF Part 771, 40 CFR Part 1500-1508, National Environmental Policy Act of 1969 (NEPA) as amended, as well as all other applicable National Coders and Regulations. The BIA, Alaska Region (Branch of Roads) is the lead federal agency. The Native Village of Eyak and Federal Highway Administration (FWHA) are cooperating agencies. The U.S. Army Corps of Engineers, Alaska Region, Regulatory Branch, may also be a cooperating agency, with any other tribal entities that have yet to be identified. Other participating agencies include the State Department of Transportation and Public Facilities (ADOT/PF), who is contributing funds to the project, U.S. Fish and Wildlife Services (FWS), National Marine Fisheries Service (NMFS), Environmental Protection Agency, Region 10 (EPA), Alaska Department of Fish and Game (ADF&G), Alaska Division of Governmental Coordination (DGC), Alaska Department of Natural Resources (DNR), and Alaska Department of Environmental Conservation (DEC). The Eyak Native Corporation, Cordova Electric Cooperative (CEC) and the U. S. Forest Service, Cordova District, also are affected entities. As development of the project progresses, all these entities may share information in an effort to enhance the environmental sensitivity of the project's design and the facility's operational activities. Requests for such comments will be handled in accordance with the Freedom of Information Act, and other Departmental policy and precedures. Work for the project will be divided into two phases: Phase I Environmental Activities and Phase 2 - Conceptual Design Components of Phase I consist of: Task 1. Environmental Activities: Activities associated with this task encompass the analysis of project alternatives and related social, economic, and environmental (SEE) impacts. Work includes conducting public meetings, regarding alternatives and their effects. Also during this phase, all reconnaissance level resource surveys shall be performed, including specific documentation of all relevant effects of the project. Biological studies, cultural resource surveys and other field studies will be generally confirmed to 200 feet wide corridors. Activities shall include all tasks leading to the completion of the EIS, assisting with the acquisition of all relevant permits, and other tasks to clearly identify a preferred alternative, as specified in the section "Work Required" under "Environmental Activities". Task 2. Conceptual Design Activities: Activities associated with this task encompass an analysis of alternatives and further defines related SEE impacts related to the selection of a preferred alternative. Wherever possible previous work performed, as applicable, shall be used. Work shall include identification of alignment and dock facility locations, which will be developed to meet established transportation design standards. This work will also include identification of any right-of-way issues, cost-benefit analysis, and locational analysis of each alternative. Specific associated tasks are specified in the section "Work Required" under "Conceptual Engineering Design Activities". Because there has been a great deal of work that has been accomplished in regard to sitting the dock facility at Shepard Point, the intent of these two tasks is to further identify a reasonable range of alternatives leading to an unbiased selection of a preferred alternative. It is anticipated that much of this work will include an evaluation of this previous work, and where appropriate shall include this information. Applicable Laws and Regulations: 23 USC; 23 CFR; 25 CRF 170, Roads of the Bureau of Indian Affairs, 25 CRF 169, Right-of-Way Over Indian Lands; 16 USC 470aa-11 Conservation; 25 USC 450, Indian Self-Determination and Education Assistance Act, P> 93-638, as amended; 25 CRF Part 900, Indian Self-Determination and Education Assistance Act Amendment; 36 CRF Part 800, regulations implementing section 106 of the National Historic Preservation Act, as amended (P.L. 89-655); 40 CFR Part 1500, regulations pertaining to the implementation of the National Environmental Policy Act, and other laws and regulations that expressly apply to Tribes. Other Laws and Regulations: NVE also agrees to comply with Titles II and III of the Uniform Relocation and Real Property Acquisition Policies Act (PL 91-646), the Comprehensive Environmental Response, Liability and Compensation Act, both the Clean Air and Water Acts, 42 USC 4321-4370D, regarding Public Health and Welfare, and all other laws and regulations pertaining to environmental compliance. The estimated cost range for this project is between $0.5 million to $1.5 million dollars. The Request for Proposal (RFP) will be available and mailed on September 12, 2003, Proposals will be due October 15, 2003 at 3:00 pm. There is no charge for the RFP packages, call the number indicated above if interested in an RFP packages. There is no set-aside for this project, all responsible firms are welcome to send in a proposal package. If you do not want to bid on this project, please let the bureau know.
