The contractor shall provide all labor, equipment, materials, and supervision necessary to safely, completely, and efficiently handle, package, label, and placard hazardous waste from the Bethesda and Rockville, Maryland sites and transport to a specifically identified Environmental Protection Agency (EPA) approved or permitted treatment storage/disposal facility. USUHS does not own or operate an EPA-permitted Treatment, Storage or Disposal Facility, but instead is a large-quantity generator of hazardous/acutely-hazardous wastes with its own Environmental Protection Agency (EPA) Generator ID Number. USUHS is a medical school that includes several multi-disciplinary research laboratories, which has hazardous, acutely hazardous and regulated wastes which generally consist of excess/surplus/spent laboratory chemicals (usually in small quantities ranging from grains/milliliters up to one gallon or five liter bottles) and bulk waste solvents/oils from laboratories or support service units (usually in containers of one gallon, five gallon, ten gallon, and fifty-five gallon volumes). Chemical waste, spent and unspent chemicals include, but are not necessarily limited to: 1) Halogenated hydrocarbons and derivatives (such as trichloroethylene, dichloromethane, chloroform, 2-bromo ethanol, chlorobenzene, tetrachloroethylene, typically exceeding 50% by volume halogenated hydrocarbons; 2) Nonhalogenated hydrocarbons and derivatives (such as methanol, ethanol, acetone, cyclohexane, acetonitrile, toluene, benzene, tetrahydrofuran, typically less than 10% by volume halogenated hydrocarbons); 3) Chromic acid/sulfuric acid (laboratory glassware cleaning solutions); 4) Degreasing solutions; 5) Concentrated/dilute inorganic acids (such as hydrochloric, hydrobromic, hydrofluoric, nitric, sulfuric, perchloric acids); 6) Concentrated/dilute organic acids and derivatives (such as acetic and formic acids); 7) Concentrated/dilute organic bases (such as ammonium hydroxide, calcium carbonate, sodium hydroxide); 8) Concentrated/dilute organic bases and derivatives (such as aniline, dimethylamine); 9) Mercury-contaminated items/articles (e.g. broken thermometers, glass; 10) Paint shop wastes (mixtures of paint thinners, varsol and paint, and paint pigments); 11) Batteries, nickel-cadmium, lithium, mercury (lead is recycled); 12) Compressed gas cylinders (hazardous, regulated, and no regulated); 13) Used oils; 14) Labpack chemicals, USUHS user-generated chemicals and trade name chemicals (i.e. organics/inorganics and derivatives, consisting of flammable liquids and solids, reactives/explosives, oxidizers, corrosives, poisons). This requirement is 100% HUBZone small business set-aside. The North American Industry Classification System (NAICS) code is 562211.
