Description
The U. S. Department of Energy, National Energy Technology Laboratory, Pittsburgh PA issued this synopsis/solicitation for PRESSURE VESSEL or EQUAL, one (1) ea. Specifications are noted below. To be delivered to Department of Energy's, Albany Research Center, Albany OR. The solicitation number is DE-RQ26-03NT30689. This announcement constitutes both notification and solicitation. All in accordance with Federal Acquisition Regulation, Part 12, Commercial Item Acquisition. Offers shall include descriptive literature containing sufficient technical literature to establish a bonafide capacity of meeting the RFQ requirements. Offers must be received by close of business September 15, 2003 EVALUATION CRITERIA Proposals will be evaluated on: 1. PRICE 2. TECHNICAL MERIT 3. DELIVERY TIME Specification Document for DOE Pressure Vessel 1000 ML NON-STIRRED CYLINDRICAL PRESSURE VESSEL CAPABLE OF SUSTAINING AN OPERATING PRESSURE OF 5,500 PSIG AND TEMPERATURE OF 760?C (1,400?F) SIMULTANEOUSLY. MATERIAL OF CONSTRUCTION SHALL BE RENE-41 CERTIFIED FOR SUSTAINED OPERATION WITH STEAM AT 5,500 PSIG AND 760?C (1,400?F). INTERNAL DIMENSIONS SHOULD BE APPROXIMATELY 3" X 8" BUT THE ACTUAL DIAMETER AND LENGTH CAN VARY FROM THAT DIMENSION AS LONG AS THE INNER DIAMETER IS AT LEAST 2.5". PRESSURE VESSEL SHALL HAVE A REMOVABLE HEAD CAPABLE OF A GAS-TIGHT SEAL AT THE SPECIFIED OPERATING PRESSURE AND TEMPERATURES. PRESSURE VESSEL HEAD SHALL HAVE TWO PROCESS PENETRATIONS, ONE THERMAL WELL, AND ONE PENETRATION FOR ATTACHMENT OF A RUPTURE DISK. IN ADDITION, THE VESSEL SHALL INCLUDE: 1) IF THE SEAL BETWEEN THE REMOVABLE HEAD AND THE BODY REQUIRES GASKETS, 10 GASKETS SHALL BE INCLUDED. 2) FLOOR STAND FOR MOUNTING VESSEL DESCRIBED ABOVE, WITH INSULATING GASKET TO PREVENT EXCESSIVE HEAT TRANSFER FROM THE PRESSURE VESSEL TO THE FLOOR STAND. 3) HEATING MANTLE FOR PRECISELY CONTROLLING THE TEMPERATURE OF THE INTERIOR OF THE PRESSURE VESSEL WITHOUT OVERHEATING THE EXTERIOR OF THE PRESSURE VESSEL. 4) CONTROLLER FOR HEATING MANTLE (ITEM #3) WITH RS-485 BI-DIRECTIONAL COMMUNICATION. CAPABLE OF CLOSED LOOP PID CONTROL WITH RAMP AND SOAK PROGRAMMABILITY. NON-LATCHING OVER-TEMPERATURE PROTECTION SHOULD BE PROVIDED WITH A PROGRAMMABLE DEAD-BAND TO PREVENT DAMAGE TO THE PRESSURE VESSEL. TEMPERATURE SENSING SHOULD BE AVAILABLE FOR THERMOCOUPLES OF TYPE J AND K AS WELL AS 100 OHM RTD MEASUREMENT. TEMPERATURE CONTROL MUST BE ACCURATE TO WITHIN 5?C WITH PRECISION OF 2.5?C. 5) CABLES TO CONNECT CONTROLLER (ITEM #4) TO PRESSURE VESSEL FOR SENSING AND HEATING MANTLE (ITEM #3) FOR CONTROL OF HEATING. 6) CERTIFICATIONS OF CHEMICAL COMPOSITION AND HEAT TREATMENTS FOR ALL ALLOYS USED IN THE PRESSURE VESSEL, HEAD, CLOSURE, BOLTS, ETC? ARE REQUIRED. 7) RUPTURE DISK FITTING AND RUPTURE DISK INSTALLED ON THE PRESSURE VESSEL HEAD. 8) BOTH INLET AND OUTLET PROCESS PENETRATIONS SHALL HAVE ATTACHED TO THE EXTERIOR OF THE PRESSURE VESSEL HEAD A 36 INCH LONG 1/4 INCH TUBE MADE OF RENE-41 ALLOY AND DESIGNED FOR SUSTAINED OPERATION WITH 5,500 PSI SUPER CRITICAL STEAM AT 760 C. THE FREE ENDS OF THE TUBES SHALL HAVE APPROPRIATE THREADED FITTINGS FOR MATING WITH OTHER EQUIPMENT USING SWAGELOK TUBE FITTINGS. 9) INLET PROCESS PENETRATION SHALL HAVE AN INTERNAL 1/4 INCH SPIRAL TUBE 36 INCH IN LENGTH THAT SPIRALS AROUND THE ID OF THE PRESSURE VESSEL TO THE BOTTOM OF THE PRESSURE VESSEL FOR HEATING OF THE INCOMING FLUID. THE MATERIAL OF CONSTRUCTION FOR THE INTERNAL INLET PROCESS WILL BE HASTELLOY C-276.
