- Description
- It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the Bioinformatics Core Facility at the National Institutes of Health (NIH) to purchase service for the development of in-house applications and Web-accessible tools for the analysis of Genomic and Proteomic Data. The Statement of Work for the requirement is as follows: SPECIFIC REQUIREMENTS: 1) The contractor will work primarily on the statistical and data bases components of the HyperG project. 2) Independently, the contractor shall evaluate and suggest appropriate statistical approaches for the classification or characterization of genomic or protein expression data. 3) The contractor shall provide an analysis of the relative advantages of various algorithms for improving the quality and completeness of gene or protein annotations. 4) The contractor shall develop or adapt software to implement the selected methods to genomic or proteomic data. 5) The contractor must be capable of advanced statistical analysis of experimental data. 6) The contractor must have a minimum education of a Master degree on Applied Mathematics specializing in Statistics and Computer Science, specially in advanced database indexing methods. 7) the contractor must have a minimum of three (3) years experience in designing and implementing identical types of databases required as part of this Statement of Work. Specific duties: 1) Analyze the statistical tests appropriate for comparing or detecting gene expression patterns in sets of genes; analyze the requirements for multiple-testing corrections; and recommend a scientifically valid approach. 2) Implement the statistical functions within the HyperG software project. The functions must be scientifically correct and verifiable. The functions developed must account for the numerical imprecision encountered in digital computing. 3) Review the database usage patterns of in-house genomic databases and recommend changes in existing database schemas. Specifically, recommend and implement changes in the relational database tables to optimize performance for extensive read-only access. 4) Analyze the indexing methods for two relational databases and recommend alternatives for improving database and application performance. 5) Implement the SOAP interface between the distributed JAVA clients and the central relational database. The contractor must evaluate competing technologies for the server-client interface, recommend a solution and co-implement the interface. 6) Participate in the development and administration of in-house databases and a public web site for the distribution of research results and data. Government Requirements: The government will provide on-site laboratory space; furnish all necessary reagents, laboratory equipment, and computer facilities as needed. Period of performance: The period of performance is from September 2003 to September 2004. This requirement is under the North American Industry Classification System (NAICS) number 541519, size standard $21.0 million. This acquisition is solicited as a total Small Business Set Aside. Proposals are due fifteen (15) calendar days from the publication date of this synopsis or September 13, 2003. Proposals must include the cost breakdown by hourly rate, Curriculum Vitae, Past performance experience and DUNS number. Proposals will be evaluated on conformance to the Government?s requirements and price. All responsible sources may submit a proposal which if timely received shall be considered by the agency.
