- PROJECT SUMMARY: This contract is to replace the foundation on the two-story "Castle" residence, including raising the house, removing the existing foundation, lowering the house, and attaching it to the new foundation. This action was previously advertised as N9471031144, which has been cancelled. The project is the same, but the restriction to HUBZone concerns is removed (see below). LOCATION: Stehekin is a remote community located 50 miles from Chelan, Washington, at the north end of Lake Chelan. The Stehekin valley is isolated; the roads do not connect with any highway system. Sthekin is accessible from Chelan only by boat, barge, or float plane. Within the Stehekin valley, the project area can be reached on roads suitable for hauling heavy equipment. Lodging and meal services are available on a limited basis. Cellular phones do not work. DESCRIPTION DETAILS: The National Park Service requires a firm, fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of this project. The contractor shall raise the house, which measures 27 feet by 34 feet, at least four feet above its present elevation. The NPS will be responsible for disconnection of utilities, removal of the fireplace/chimney, and the exterior stairways and decks prior to contractor raising the building. Contractor shall place cribbing or supports under the raised building in accordance with the written technical approach to be provideeed by the contarctor with their proposal and approved by the NPS. The contractor shall remove existing foundation materials currently in place and replace the foundation with poured-in-place footings and piers along with Concrete Masonry Unit (CMU) foundatio walls in accordance with foundation plan drawings provided by NPS. Following completion of the new foundation construction and cure time, the contractor shall lower the building onto the foundation and securely attach the structure to the new foundation per the drawings and specifications. Contractor shall be responsible for the security and safety of the structure for the duration of the contract. SOLICITATION DETAILS: This is a best value procurement subject to the Small Business Competitiveness Demonstration Program and thus open to all businesses, regardless of size. The NAICS code for this project is 238110 and the small business size standard is $12.0 million. Contract duration is 60 days following notice to proceed, with a target completion date of 11/28/03. In accordance with FAR Subpart 36.204, the price range for this contract is between $25,000 and $100,000.
