- This solicitation is restricted to small businesses. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation will be issued/posted at the NECO website http://www.neco.navy.mil on/about 30 MAY 2003. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06 and Defense Change Notice 20020314. The NAICS code is 332311 and the business size standard is 500 employees. This requirement is for a firm fixed price contract for ARTWORKS FOR 28 WALL SPACES AROUND THE ASIA-PACIFIC CENTER FOR SECURITY STUDIES AT 2058 MALUHIA ROAD, HON., HI. GENERAL REQUIRMENTS: 1. THE ASIA-PACIFIC CENTER FOR SECURITY STUDIES (APCSS) WILL BE THE HOST TO WIDE RANGE OF DELEGATES INCLUDING GENERAL/FLAG OFFICERS, SENIOR PROFESSOR, AND FOREIGN/U.S. GOVERNMENT OFFICIALS. AS SUCH, A PROFESSIONAL CONSERVATIVE IMAGE FOR ALL ITEMS TO BE PURCHASES MUST BE ASSURED. 2. REQUEST THE MATERIAL TO BE PROVIDED REPRESENT OR DEPICT THE DIVERSITY OF THE COUNTRIES, CULTURE, OR NATIVE ARTWORK FROM THER REGIONS OF INTEREST. THE FIVE REGIONS ARE NORTH AMERCIA, NORTHEAST ASIA, SOUTEAST ASIA, OCEANIA, AND SOUTH ASIA. THE SPECIFIC BREAKDOWNS OF COUNTRIES IN EACH REGION IS IDENTIFIED IN ATTACHEMENT 1 ON CD-ROM. 3. ARTWORK IN GENERAL SHOULD VARY IN SIZE, SUBJECTS MATTER AND FORMAT (PHOTOS, MAPS, PICTURES, CRAFTS E.G.) NO SPECIFIC MONTEARY CEILING IS APPLIES TO ANY ONE PIECE. HOWEVER, NO EXTENSIVE CARE SHOULD BE NEEDED TO MAINTAIN THE ARTWORK. 4. ARTWORK MUST BE PROVIDED FOR TWENTY-EIGHT SPOTS IDENTIFIED AROUND THE APCSS AS NOTED IN ATTACHMENT 2 ON CD-ROM. A CD-ROM WITH DIGITAL PICTURES OF THE LOCATION IS PROVIDED IN ATTACHMENT 4 OF CD-ROM. 5. THE CONTRACTOR WILL INSTALL ALL ARTOWRK ON THE WALLS. 6. ALL PICTURES WILL BE EQUIPPED WITH SECURITY MOUNTS AND HANGERS TO ENSURE SECURITY AND PROPER ORIENTATION ON THE WALL. 7. THE CONTRACTOR MUST BE FLEXIBLE TO THE POSSIBILITY OF REQUEST CHANGES WITH RESPECT TO CERTAIN PIECES OF ARTWORK AND/OR CHANGES IN LOCATION & PLACEMENT OF ARTWORK DURING ACTUAL INSTALATION. 8. THE CENTER HAS ONE PIECE OF ARTWORK (ATTACHMENT 5 IN CD-ROM) THAT WE REQUEST BE INCORPORATED WITHIN THE PROJECT. 9. THE CONTRACTOR WILL SUPPLY SHELVING, DISPLAYS, DIDACTICS AS NEEDED TO HIGHLIGHT THE PIECES IN THE BEST PRESENTATION. 10. CONTRACTOR IS RESPONSIBLE FOR PAYING ANY APPLICABLE PARKING FEES WHILE WORKING ON THE APCSS JOB-SITE. A PARKING CARD CAN BE OBTAINED FOR APROXIMATELY $6/DAY. 11. THE CONTRACTOR WILL ACCESS THE BUILDING FROM THE REAR AND COORDINATE MATERIAL STAGING AND ALL PREPARATORY WORK, WITH THE APCSS DEPUTY CHIEF OF STAFF. 12. THE CONTRACTOR WILL PROVIDE AN INSTALLATION SCHEDULE. THIS SCHEDULE MAY BE MODIFIED AS REQUIRED TO LIMIT INTERFERENCE WITH THE EXECUTIVE COURSES. APPROVAL AUTHORITY: ASIA-PACIFIC CENTER FOR SECURITY STUDIES EXECUTIVE DIRECTOR WILL HAVE FINAL APPROVAL AUTHORITY OF THE DESIGN CONCEPT, AND WILL BE PROVIDED A DETAILD PROPOSAL ON THE LAYOUT, PLACEMENT, AND INSTALLATION PLAN BEFORE AWARDING OF THIS CONTRACT. ON-SITE INSPECTION/SURVEY CAN BE ARRANGED. COMPACT DISC (CD-ROM) OF 28 SITES FOR ARTWORK LOCATION IN THE ASIAN PACIFIC CENTER IS AVAILABLE UPON REQUEST. Required delivery is 30 days ARO, F.O.B. Destination, Asian-Pacific Center, Honolulu, HI 96815. Inspection and Acceptance shall be made at Destination by the receiving activity. In the event the unit price and extended price are ambiguous, the Government shall use the indicated unit price for evaluation and award purposes. The provision at FAR 52.212-1, Instructions to Offers-Commercial Items applies. Addendum to FAR 52.212-1: Paragraph (h), Multiple awards-Delete entire paragraph. Substitute "Single Award. The Government plans to award a single contract resulting from this solicitation. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered unless the offeror specified otherwise in the offer." The provision at FAR 52.212-2, Evaluation?Commercial Items applies. The Government intends to make a single award to the responsible contractor whose proposal is technically acceptable, in full compliance to all other requirements set forth in the solicitation and the lowest cost or price. Technical acceptability is more important than price. The Government reserves the right to judge which quotes show the required capability and the right to eliminate from further consideration those quotes which are considered unacceptable and not capable of being made acceptable without major rewrite or revision.
