Description
The Center for Information Security Services intends to negotiate on behalf of its customer, on a sole source basis with a commercial small business, EnvoyWorldWide, Inc, of Bedford Massachusetts for messaging and alerting notification services. The contract intended is under terms of FAR Part 13, Commercial Items Test Program. The contract will cover unique reliability characteristics required for this customer and for substantive communications messaging and alerting notification services. The customer requires 99.5 percent reliability in services messaging alerting task execution. Four levels of acceleration are available for messaging alerting priorities. All tasks are to hundreds, potentially thousands of recipients for a single task. Tasks can be called for completion in as little time as 5-minutes and for full execution to these same significant numbers of recipients. To achieve 99.5% reliability each of three server farms are individually fail over architectures redundant, in hardened, secure facilities geographically separated. In a given month if services delivery are not up to the standard requires, 99.5-percent contractor automatically increase technology architecture accordingly in the month following to offset the prior month shortfall. No schedule maintenance can occur without 48 hours prior notice and then is limited as to the amount of time that can be set aside for such activities. These services provide a means to communicate and notify significant numbers of critical activities within the customer responsibility. The total contracted dollar amount for a three-year contract will not exceed $122,000. EWWI is the only know source capable of providing the required services at the level of reliability required. This action is taken under authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, proposals received, within 10 days will be considered by the Government. A determination by the Government not to compete this proposed contract, based upon responses to this notice is solely within the discretion of the Government.
