Description
Electronic Systems Center, Operational Contracting (ESC/PKO) at Hanscom Air Force Base, MA seeks potential sources to perform services in the Military Personnel Flight. This acquisition will be conducted using the Office of Manpower and Budget (OMB) Circular A-76 Direct Conversion Cost Study method. This is the first Sources Sought synopsis and Request for Information for this effort and is only to determine industry interest and capability. All potential offerors are asked to submit capability statements expressing their interest. The briefs will be used as part of the market research and to determine if this acquisition for should be set-aside for small businesses or proceed in an unrestricted manner. A letter stating your interest or requesting a copy of the solicitation is not sufficient to determine contractor capability. The study will include such services as performing the records management, awards and decoration and personnel systems management functions for the Military Personnel Flight. The successful offeror will be required to operate a system of records on individuals to accomplish an agency function subject to the Privacy Act of 1974, Public Law 93-579, December 31, 1974 (5 U.S.C. 552a) and applicable regulations, and the Military Personnel Data System (Mil PDS). In addition, in order to have access to government computer systems the service provider employees will be required to have a National Agency Check. The duration of any resultant contract, with all options, is anticipated to be five years. A draft Performance Work Statement (PWS) for this study is posted for your review as a separate notice with this synopsis. After reviewing this synopsis and the accompanying PWS, sources interested in submitting a proposal for these services are requested to provide the contract specialist or contracting officer a capabilities statement. This statement shall not exceed 10 pages in length. Please include the following in the capabilities brief: name and address of firm; size/ownership of business i.e., large, small, small disadvantaged, 8(a) and provide NAICS codes the company is certified under, Hub Zone; number of years in business; a point of contact with name, title, phone, fax and e-mail; Cage code and DUNS number (if available); affiliate information i.e., parent corporation, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); experience and familiarity with operating and maintaining personnel systems under the Privacy Act and MiL PDS or indicate ability to satisfy the Government requirements as stated in the draft PWS by providing a narrative identifying the scope of past and current services performed within the past three (3) years and explain how those services are commensurate with the services described in the synopsis and PWS. In addition, we welcome comments on industry practices and standards for this effort or similar commercial efforts to include but not limited to contract clauses and provisions, method of quality control and assurance to ensure customer satisfaction and how is contract performance measured against a contract requirement, amount of transition time needed for full and effective performance on a new contract and any other information pertinent to this buy. The industry practice and standards information is excluded from 10-page capabilities statement limit. Internet responses are encouraged. The anticipated North American Industries Classification System (NAICS) code is 561110 and the small business size standard is $6 million. GOVERNMENT PERSONNEL ARE CURRENTLY PERFORMING THIS WORK. NO CURRENT OR PAST CONTRACTUAL DATA EXISTS OR IS AVAILABLE.
