Description
This a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation reference number is COW-3-R-0002VS is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. This acquisition is not set-aside for small businesses. The associated NAICS code is 481211. Scope: The Department of Homeland Security has a requirement to transport 300 Mexican nationals embarking from the vicinity of Tucson, Arizona and debarking at various locations in Texas(e.g. El Paso, Laredo and Harlingen) and Mexico( Mexico City, Toluca and Guadalajara). With a frequency of two flights per day with 10 Government provided escorts per flight, commencing September 8, 2003 through September 30, 2003(Monday through Sunday). Each national will be allowed one piece of luggage up to 40 lbs. The aircraft must be fully equipped with an enclosed lavatory. No TEC Stops allowed. Contractors shall submit a quotation with pricing for each individual line item inclusive of all ground handling, airport fees, and any miscellaneous fee if applicable. This requirement is a full and open competition. Interested vendor capable of furnishing the government with the services described in this synopsis shall submit two (2) copies of a quotation to the fax number listed below. The quotation shall include the itemized price, prompt payment terms, Taxpayer Identification Number, Business Size, and DUN & Bradstreet Number. The contract line item numbers and items are: LINE ITEM 0001: Transportation of 150 Mexican nationals and 10 government escorts departing from the vicinity of Tucson Arizona to El Paso, Texas. LINE ITEM 0002: Transportation of 150 Mexican nationals and 10 government escorts departing from the vicinity of Tucson Arizona to Laredo, Texas. LINE ITEM 0003: Transportation of 150 Mexican nationals and 10 government escorts departing from the vicinity of Tucson Arizona to Harlingen, Texas. LINE ITEM 0004: Transportation of 150 Mexican nationals and 10 government escorts departing from the vicinity of Tucson Arizona to Mexico City, Mexico Texas. LINE ITEM 0005: Transportation of 150 Mexican nationals and 10 government escorts departing from the vicinity of Tucson Arizona to Toluca, Mexico. LINE ITEM 0006: Transportation of 150 Mexican nationals and 10 government escorts departing from the vicinity of Tucson Arizona to Guadalajara, Mexico. The following clauses and provisions are incorporated and will remain in full force in any resultant award.
