Description

This is a notice of intent for the U.S. Coast Guard to Contract for American Bureau of Shipping (ABS) Services. The Coast Guard intends to issue a Sole Source Contract to ABS for services during the construction of the Great Lakes Ice Breaker (GLIB). The GLIB is being designed and built predominately to the ABS Rules/Standards for Building and Classing Ships, International Marine Regulations, Treaty Requirements, Commercial Criteria, Material Specifications, and other US Navy Specifications, and Coast Guard Design Guidance. ABS Marine Survey Services are required to augment USCG personnel and provide specialized expertise during construction of the GLIB to ensure interpretation of ABS rules and quality requirements are maintained at the level that would be required for ABS Certification. ABS Headquarters (HQ) will assist the ABS Marine Surveyor (MS) and USCG Personnel as required with technical and other informational services when required to complete work assignments. All ABS reports/comments will be submitted in formats compatible with Standard Microsoft Software including Word, Excel and Outlook. This notice is not a solicitation. There is no formal Request For Proposal available. In the absence of responses from firms elevated to have the capability to perform the requirement, the Coast Guard intends to negotiate with ABS for the services described above, pursuant to FAR 6.302-1(a)(2)(iii). No other notice will be published until award is made. All correspondence should be sent to the address listed in paragraph seven and the attention of the person listed in paragraph eleven.
