- Description
- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for the Matanuska River Erosion Assessment project. This project shall require a contractor to prepare a problem assessment, and analyze the environmental impacts of selected treatment alternatives. The contractor will prepare (1)literature review of the erosion problem; (2)a gravel mining business plan for the Palmer-Wasilla area; (3)a comparison of the environmental impacts of developing several proposed mining areas; (4)description and analysis of the impacts of a possible in-channel gravel mining strategy on river behavior; (5)describe the existing zoning and policies that regulate development in floodplains, near rivers and regarding gravel mining; (6)describe the permitting and regulatory factors impacting in-channel gravel mining in the state of Alaska. The contractor must possess knowledge of Alaskan hydrology, possess knowledge of sediment transport technology, and have experience in completing environmental impact documents. This project falls under the North American Industry Classification System (NAICS)Code 541330. The magnitude of this requirement is estimated to be less than $500,000. The solicitation will be available on or about August 29, 2003, and can be downloaded from this website. Any resultant award will be based on selection criteria in Federal Acquisition Regulation 36.602-1. Hard copies of the solicitation document will not be available. A&E firms interested in providing this service will be required to submit four copies of completed forms SF-254 and SF-255 to the contracting officer at the address shown in this announcement. A minimum of three of the most highly qualified firms will be selected for discussions and will be ranked by the A&E Evaluation Board for negotiations. The most qualified firm will be asked to provide a cost proposal based on the performance of these functions. The anticipated date for receipt of proposals will be on or about September 19, 2003.
