- The following is a conformed copy of all amendments (including this notice-amendment) posted to date: The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), Service Center is issuing this combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference Request for Quotation No. DE-RQ52-03NA99042-A. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. This acquisition is a 100 percent Small Business Set-Aside utilizing the North American Industry Classification System (NAICS) Code 423690 with a corresponding qualifying size standard of 500 employees (indicates maximum allowed for a concern, including its affiliates, to be considered small). The DOE/NNSA intends to purchase the following standardized items in support of a Video Conferencing System. Maintenance on the selected items are also being evaluated as a part of this acquisition; therefore, the price quoted for maintenance should stand alone as separate items in order to be evaluated separately. The nine (9) items are as follows: Item 1 -- Polycom Viewstation FX H.323 (Part No. 2200-20323-001), Quantity 2 each; Item 2 -- Polycom Quad BRI module for Viewstation with cable (Part No. 2215-10646-001), Quantity 2 each; Item 3 -- Polycom QUAD NT1 for ISDN termination (Part No. 2200-08406-004), Quantity 2 each; Item 4 -- Polycom Visual Concert FX (Part No. 2200-10500-001), Quantity 2 each; Item 5 -- 36-inch JVC Color Television (Model No. AV-36330), Quantity 4 each; Item 6 -- 36-inch Room System Stand, (Video Furniture Intern Model No. 103036, color-black), Quantity 4 each; Item 7 -- JVC 4-head Video Cassette Recorder (Model No. HR-J692U); Item 8 -- ELMO High Resolution Visual Presenter (Model No. HV-3000XG) Item 9 ? Polycom Videoconference Maintenance Program for Items 1, 2, 3, and 4 as listed above. Upon completion of the standard manufacturer?s warranty provisions, (next business day replacement, unlimited phone support during business hours, and all software updates) all items shall continue to be maintained for a total period of 5 years (inclusive of standard warranty period). Warranty provisions and maintenance literature shall be included to support the proposed program and the cost associated with this item. Delivery for the items shall be made within 30-45 days after receipt of order. The delivery and acceptance point is U.S. Department of Energy/NNSA, Kirtland Air Force Base-East, Pennsylvania & K Street, Albuquerque, NM 87116. Delivery shall be FOB Destination. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. All commercial provisions and FAR clauses referenced in this solicitation are available in full text at the following website location: http://www.arnet.gov/far/. The solicitation provision FAR 52.212-1, Instructions to Offerors - Commercial (July 2003), applies to this acquisition. Only those Offerors who can furnish the item that meets all the requirements specified herein will be considered, no substitute items will be accepted. Award will be made based on the lowest evaluated price. Offerors SHALL ALSO INCLUDE a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items (June 2003) with the offer. The clauses at FAR 52.212-4 Contract Terms and Conditions--Commercial Items (February 2002), including addenda: DEAR 952.202-1, Definitions will apply to the subsequent acquisition. In addition, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (June 2003), will apply to this acquisition. Under FAR 52.212-5, paragraph (b), the Contracting Officer has indicated that the following clauses are incorporated by reference: 52.219-6, Notice of Total Small Business Set-Aside (JUN 2003) (15 U.S.C. 644); FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; FAR 52.225-3, Buy American Act-Supplies; and FAR 52.232-34, Payment by Electronic Funds Transfer-- Other than Central Contractor Registration. The following local clause included as full text applies to the proposed acquisition: LOBBYING RESTRICTION (ENERGY & WATER DEVELOPMENT APPROPRIATIONS ACT, 2002) (NOV 2001) The contractor agrees that none of the funds obligated on this award shall be expended, directly or indirectly, to influence congressional action on any legislation or appropriation matters pending before Congress, other than to communicate to Members of Congress as described in 18 U.S.C. 1913. This restriction is in addition to those prescribed elsewhere in statute and regulation. It is the offerors responsibility to monitor the IIPS site for the release of amendments (if any). SUBMISSION OF QUOTES BY MEANS OTHER THAN THE IIPS IS NOT AUTHORIZED. Quotations submitted by other methods will not be evaluated. Quotes must be received through the IIPS web site (http://e-center.doe.gov/) NO LATER THAN 4:00 PM local time (Mountain) on September 11, 2003. Each quote is to be submitted according to the instructions detailed in the IIPS on-line help document, which is available at http://doe-iips.pr.doe.gov/doebiz.nsf/Help?OpenForm. It is the responsibility of the contractor, prior to the quote due date and time, to verify successful transmission in accordance with the Proposal Submission instructions in the "IIPS Users Guide for Contractors."
