- The Department of the Navy, Space and Naval Warfare Systems Center - San Diego (SPAWARSYSCEN SAN DIEGO) intends to issue solicitation No. N66001-03-R-0033, to procure scientific, engineering, technical, and management support for future technology exploitation, current and anticipated near-term avionics, shipboard navigation systems engineering, communications systems engineering, and configuration management tasking of SPAWAR Systems Center, San Diego. Specifically, this effort requires a proven knowledge of technology forecasting for advanced concepts exploration, scientific, engineering, technical, and management disciplines required, gained by experience with relevant systems applications for military Joint Command, Control, Communications, Computers, Information, Security, Reconnaissance (JC4ISR) applications. The Navy intends to solicit and award a single award, Cost-Plus-Fixed-Fee, indefinite delivery/indefinite quantity, with a base period of three (3) years and two (2) one-year options. The estimated level of effort is 83,050 hours for the entire five (5) year performance period; effort shall require a SECRET Security Clearance. This requirement is a follow on to Contract N66001-98-D-5005 with NAVMAR Applied Sciences Corporation. This procurement will be conducted as a 100% small business set-aside. The applicable NAICS is 541330 and the small business size is $23 Millions. Selection will be based on price and technical considerations in accordance with Federal Acquisition Regulations 15.1. All potential offerors are reminded, in accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (NOV 2001), lack of registration in the CCR database will make an offeror ineligible for award. The estimated release date for the solicitation is on or about September 23, 2003. Electronic copies of the solicitation will be available for download via the Internet World Wide Web at the SPAWAR E-Commerce Central Business Opportunity Page, Systems Center - San Diego, "Open Solicitations", https://e-commerce.spawar.navy.mil/. The Government will not provide hard copy versions of the solicitation and any subsequent amendments. Notification of any changes (amendments) to the solicitation will be made only on the Internet; it will be the contractor?s responsibility to check the website for any posted changes. All prospective offerors and plan rooms are encouraged to register for automatic e-mail notification of changes/amendments on the website.
