- The US Army TACOM-ARDEC at Picatinny Arsenal intends to issue a request for quote on or about 29 August 2003 for a commercial services contract on a full and open competitive basis for Relocation Readiness Program Assistant, Army Family Team Building Program Manager and Installation Volunteer Coordinator. In keeping with current Federal guidelines directing resource economy has chosen to privatize the role and responsibilities of the Relocation Readiness Program Assistant, Army Family Team Building Program Manager and Installation Volunteer Coordinator is to be fulfilled by one individual as an element of Army Community Service (ACS), Picatinny Arsenal. Clients eligible for ACS services are Active Duty Military and their family members, Reserve and National Guard on active duty and their family members, Retired Military and their family members, DOD employees and NAF employees. Priority for service is to Active Duty Military and their family members. The Contractor may participate in activities at other military locations. The ACS office will be open Monday- Friday from 0730-1600. The Contractor shall be on site 25 hours per week 1175 hours during the course of the one-year contract. The hours are to be distributed to provide program services each month over the twelve-month period. On site is defined as being on duty but not limited to being on the premises. Schedule will be flexible to provide trainings, briefings and education programs to clients in order to complete the requirements of this contract. The Contractor shall perform as the Relocation Readiness Program Assistant, Army Family Team Building Program Manager and Installation Volunteer Coordinator. This individual shall be responsible for (1) acting as the central point of contact with the government, (2) monitoring operation of all portions of the Relocation Readiness Program, Army Family Team Building Program and Installation Volunteer Program (IAW) the provisions of AR 608-1 and in coordination with the ACS Director, all guidance and instruction will come from COR, (3) monitoring operation of all portions of the contract programs in accordance with (IAW) the provisions of AR 608-1, and in coordination with the ACS Director, all guidance and instruction will come from COR, maintaining effective working relationships with commanders, staff agencies, directorates, and local civilian community, (4) assuring direct services as specified in SOW. Government correspondence will be prepared by the Contractor IAW AR 25- 50, Preparing and Managing Correspondence. The Contractor shall prepare and deliver to the Director of Army Community Service, COR or his/her authorized representative the following: A monthly summary of services must be submitted by the 10th of each month for the previous month in each program. Summary must include, but not be limited to: DA 3063, which includes workshops scheduled, number of attendees, characteristics of the user population (to include grade and status, i.e., military, civilian, family member, on-post, off-post resident) demands for new program services based on client needs, numbers and kinds of public information articles, marketing needs, and other data deemed necessary by the Director of Army Community Service and the COR. CONTRACTOR MUST PROVIDE AS FOLLOWS: RELOCATION READINESS: 1. Serves as Relocation Readiness Program Assistant; responsible for delivering direct services; counseling (group and individual), education, planning assistance, briefings, research, and emergency assistance to transferees (relocating soldiers and civilians) and their family members. a. Counseling in individual or group setting: b. Workshops and Briefings c. Gathers statistical data on ACS programs and services, provides data for reports as required; d. Relocation Planning; e. Coordinates the management of the Installation Lending Closet to include resourcing, procurement, accountability, and operation or communities to obtain specific answers to clients' questions. ARMY FAMILY TEAM BUILDING 2. Serves as the Army Family Team Building (AFTB) Program Manager with responsibility for developing, coordinating, administering, and implementing the AFTB program that is designed to assist the total Army family to become more self-reliant in the changing military environment. a. Establishes a working relationship with military and civilian agencies; b. Organizes and chairs an advisory group of volunteers from the military community; c. Participates in various meeting and councils to ensure that volunteer programs and family training programs are recognized as valuable community assets; d. Establishes and maintains effective working relationships with commanders, directorates, family support group leaders, and general staff personnel to obtain required cooperation and support. INSTALLATION VOLUNTEER COORDINATOR 3. Serves as the Installation Volunteer Coordinator (IVC) with responsibility for developing, coordinating, administering, and implementing the Volunteer Program to promote volunteerism at the installation and throughout the community. a. Assesses the needs of family members, user agencies and volunteers through various methods including surveys and interviews; b. Conducts and coordinates in-service training and overall orientation training; c. Manages a volunteer staff that assists in staffing the program with interviewers, receptionists, researchers, writers, training instructors, and special project coordinators; d. Tracks the number of volunteers by organization/agency and the total hours volunteered; e. Assists in the preparation of the annual budget by providing input on active volunteer program requirements.
