- Description
- Subject to final approval, the Department of the Treasury, Bureau of the Public Debt, intends to purchase security alarm integration services and building access card reader upgrades on a sole-source basis from Star Electronics Systems Corporation, 2435 East North Street, #110, Greenville, South Carolina 29615. Public Debt procured a Hirsch Electronics Access Control System, which was installed by Star Electronic Systems Corporation and accepted by the Government on January 30, 1998. This system consists of access control and read only magnetic stripe and proximity card readers that are compatible with Public Debt’s identification card system. The card readers are installed at the various entrances to Public Debt facilities at 200 Third Street, 401 Second Street, 110 Park Center and Public Debt’s space in the United National Bank building. The Government, utilizing computer hardware and software provided by the contractor, programs the card readers in order to restrict access into Public Debt facilities and into internal office areas. The system was expanded in May 2003 by integrating security alarms at the Park Center location into Momentum. The objective of this acquisition is to further expand the system by integrating security alarms at 200 Third Street, 401 Second Street (H.J. Hintgen building) and 149 19th Street (Warehouse) into Public Debt’s Momentum system and to replace our magnetic stripe readers with proximity readers at those locations. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the required security alarms and card reader access at terms more advantageous to the Government. Requests for more information or a copy of the solicitation will not be considered affirmative responses. . Affirmative responses must be received by September 16, 2003 at the Bureau of Public Debt, 200 Third Street, UNB 4th Floor, Parkersburg, WV 26101, no later than 2:00 P.M. EST If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that is more advantageous to the Government, the Government will make a sole-source award to Star Electronics. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list.
