- NAICS Code: 421490 The U.S. Environmental Protection Agency (U.S. EPA) National Air and Radiation Environmental Laboratory (NAREL) intends to compete the following requirement and award a fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items and FAR 52.212-4 Contract Terms and Conditions-Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible Offeror whose offer, conforming to the solicitation provisions, will be the lowest priced/technically acceptable. The purpose of this acquisition is to obtain an Organic/Elemental Carbon Analyzer Instrument for Analysis of Air Particulate Matter according to the following specifications: 1) The system shall be capable of performing analyses according to the "IMPROVE" Method, the NIOSH Method 5040, and the EPA PM2.5 STN Method, including meeting all quality assurance requirements. 2) The system shall consist of all new parts, supplies and components. 3) The system shall include all accessories and peripherals required to perform the analyses by all three methods. 4) The Offeror shall provide consumable and spare parts for the continued operation of the system. 5) The system shall include a computer system capable of controlling sample analysis and data processing. The computer system shall meet the following minimum specifications: Energy Star Compliant, Y2K Compliant,1.8 MHz Pentium 4 with 533MHz front side bus, 256MB 333 MHz DDR RAM, 40GB Hard Disk, USB port, NVIDIA GeForce 64MB, mouse, keyboard, 3.5" disk drive, CD-ROM or DVD-ROM, sound with speakers and/or headphones, 10/100 ethernet, Windows 2000 or WinXP, 17" monitor (at least 75 MHz screen refresh rate at 1280 x 1024 screen resolution, less than or equal to .26 dot pitch, non-glare screen), four-year onsite warranty. 6) The system shall include all hardware, software, and operator manuals required to operate the analyzer and process the data. 7) The Offeror shall include software updates at no charge for a period of at least two years from the time of acceptance. 8) The system shall include a certified test report of NRTL Safety Listing (UL approved) for the system as delivered. 9) The Offeror must include delivery (FOB destination - NAREL, 540 South Morris Avenue, Montgomery, AL 36115-2601) and installation at NAREL by a trained and qualified specialist within 12 weeks of purchase. 10) The Offeror shall include at least a one-year warranty on all parts and components from the time of acceptance. The Offeror shall provide on-site repair and service by a trained and qualified specialist within 3 days of a request for service.11) The system shall perform the analysis by thermal desorption of the quartz filter. The system shall be capable of performing pyrolysis correction by both laser reflectance and laser transmittance from the quartz filter. 12) The system shall be capable of measuring up to seven carbon fractions, transition between the fractions must be determined by monitoring the detector baseline rather than by using predetermined time windows. 13) Prior to installation of the new instrument at NAREL, the Offeror shall successfully complete an inter-laboratory comparison study. The study must compare results produced by the new instrument to results produced by the current PM2.5 STN network OC/EC analysis laboratory (Research Triangle Institute - RTI). The inter-laboratory study shall be conducted by analyzing replicate quartz filter samples collected using a PM2.5 air sampler at NAREL. The samples shall be analyzed following the IMPROVE Method. The results shall be compared using the following criteria: Parameter EC, Concentration < 2 mu g/cm2. Acceptance Criteria ? 1 mu g/cm2; Concentration greater than or equal to 2 mu g/cm2, Acceptance Criteria RPD less than 25 percent; Parameter OC, Concentration < 10 mu g/cm2, Acceptance Criteria ? 2 mu g/cm2; Concentration greater than or equal to 10 mu g/cm2, Acceptance Criteria RPD less than 25 percent.14) The system shall be capable of producing Minimum Detection Limits (MDL) of at least Total Organic Carbon 1.00 mu g/cm2; Total Elemental Carbon 0.25 mu g/cm2; Total Carbon 1.00 mu g/cm2.15) As an option, the successful bidder shall include two days of on-site training at the NAREL facility for NAREL scientists by a trained and qualified specialist. The training is to be scheduled approximately 6 weeks after the system is installed. The training shall not be performed at the time of installation. The NAICS Code for this procurement is 421490. Any firm who believes it is capable of meeting EPA's requirement stated herein may submit a response, which if received within 10 days of this announcement will be considered. Responses to this posting must be in writing, and include a quote for a system that meets specifications 1-14 as listed above, and a separate quote including specifications 1-14 plus Item 15, on-site training.
