Description
This is a total small business set aside. In accordance with FAR 13.5 - Test Program for Certain Commercial Items, this is a combined synopsis/solicitation for the services described in Attachment A - Statement of Work. Proposals are due no later than 1:30 pm on Wednesday, September 17, 2003. The proposal is to be submitted in three separate sections 1) Capability 2) Techniques and 3) Price, as described below. The Contractor's proposal shall not exceed 20 pages. The price volume is not included in the page count. The price volume shall be completed in Excel. The Contractor's proposal shall address the recommended period of performance for this effort. Questions are due no later than September 12, 2003 at 5 pm, and shall be sent via e-mail to the Contracting Officer at loren.sunell@noaa.gov, with a subject line that reads "RFQBEXXMBDA-3-00044". The Government's Not-to-Exceed value is $100,000. The Government anticipates a Firm Fixed Price Type contract. Capability Section - The Capability Section shall include no references to cost or price. The Capability Section shall be divided into four subsections as follows: Business Service History and Capability The respondent shall prepare and submit a response that not only addresses the key elements of this Statement of Work but also demonstrates an understanding of the requirements and the capability to accomplish those requirements. The respondent shall address the organization's history in performing work of the nature and level described in this Request for Proposal. The respondent shall submit a minimum of one (1) but no more than four (4) examples of past experience coordinating and managing projects of a similar nature and size. The respondent must not only demonstrate a clear understanding of the work required but also fully explain its technical approach or method and demonstrate the experience and capability to successfully implement that approach/method and perform the work. This subsection should include a brief general introduction of the firm and its history. Subject Area Overview In this subsection, the respondent should demonstrate its knowledge and understanding of the subject of obtaining equity financing for minority businesses. This should include knowledge of the impediments to increasing venture financing for minority businesses and proposed strategies to address these challenges. Business Relationship Overview This subsection should describe the respondent's professional relationships that can be used to increase equity financing for minority businesses, particularly in the investment and MBE communities. Information included in this overview should reflect business relationships of the respondent firm as an organization and those of individual proposed staff. This subsection should also include references and letters of support. Capabilities of Proposed Staff In this subsection, the respondent shall address the capability of the proposed staff to perform the nature and level of work required in this Statement of Work. The respondent shall include a maximum of six resumes of the personnel proposed to perform the work required for this project. Personnel proposed as "key" personnel should be identified. The respondent warrants that personnel identified as "key" are currently available to work on the project and will not be diverted to other projects/contracts over the duration of this contract without prior written approval of MBDA. 2. Techniques Section This Section should include a detailed discussion tying its plan to the resources and capability of the organization, including its staff and networks. This subsection must include a detailed Work Plan for this project, which must include specific goals, tasks, milestones and timelines for meeting the work requirements set forth in Section IV of this Statement of Work. This information may be included in tabular format. 3. Price Section The respondent shall prepare a budget and supporting budget narrative. This information shall include a narrative justification/breakdown for each cost category proposed in the budget, e.g., Personnel, Fringe Benefits, Travel, Supplies and Indirect Charges. Respondents should note that, due to increased security considerations, additional time may be needed to ensure that the proposal is received on or before the time and date due. Any delay in receipt of the submission as a result of such increased security measures shall not be considered an excusable delay and proposals received after the established time/date due will be considered non-responsive and returned to the applicant. By submission of a response to this Statement of Work, the applicant authorizes the reviewing agency to contact clients for references related to performance, project cost, and other factors relating to client satisfaction.
