- *****The solicitation is hereby amended to respond to technical questions submitted. The closing date remains UNCHANGED.***** Responses are hereby provided to the following technical questions: **QUESTION: SOW- Scope of Work, paragraph 2: Please quantify trending, data logging and process alarms (i.e. sampling period, data saved for how many months, etc...). **RESPONSE: The Dryer System shall provide a method to collect data from each paper machine run and load into an Excel spreadsheet on the Engineering/Operations Personal Computer and store it in that manner. The control system shall be required to store data for one run at a time. The Dryer system shall be capable of recording data at time intervals of three minutes, or collect data for a specific control point, whenever there is a significant change in the setting of that control point. The system shall have alarms to indicate failure of the system to match the set requirement for a control point of the dryers or size press, and for four or more level conditions in the stock chests. **QUESTION: SOW-User Display/Panel Mounted Operator Interface, paragraph 1: What is the classification of the AREAS where the panels will be mounted? NEMA? **RESPONSE: The areas should be classified as NEMA 4. **QUESTION: 3. SOW- Miscellaneous: Please confirm that the Contractor is to supply installation details for instruments and necessary connectors/tubing. Also, confirm who is to supply the connectors (Contractor or NIST). **RESPONSE: the Contractor shall provide Installation details. The supplying of connectors shall be the responsibility of the Government. **QUESTION: SOW- Final Design: Do installation drawings need to be stamped by an engineer certified in the state of Maryland? **RESPONSE: No **QUESTION: SOW- under Training and Start-Up, number 4: Please confirm that NIST will provide the instruments and effort to measure paper properties during test runs. **RESPONSE: Yes, the Government will provide the instruments and effort to measure paper properties during test runs. **QUESTION: Does NIST want an FAT (Factory Authorization Test) at the Contractor/Vendor’s site? **RESPONSE: No. **QUESTION: SOW- Training and Start-up, paragraph 1: Please specify number of paper manufacturing operations and pre-determined time period (days). **RESPONSE: Three days with a maximum of two runs. **QUESTION: Does NIST also want maintenance and engineering training on the system, in addition to operator training? **RESPONSE: Yes, the Contractor shall provide maintenance training for all four technicians and engineering training for at least one technician. **QUESTION: Please also verify the number of screens/graphics you would like as a starting point (4, 5, 6, etc...). **RESPONSE: No less than five (5) screens.
